al-Qaeda in Islamic Maghreb - in massive double bomb attack in Algiers - UN hit


2 Bomb blasts have hit Central Algiers today.9:30am (0830 GMT).

1. In the Ben Aknoun district, near the supreme constitutional court.Security officials said the bus took the full force of the blast and was ripped apart, killing and injuring many of those (including students) on board.

2. Later at the United Nations United Nations Development Programme UNDP offices in the heavily policed Hydra neighbourhood where there were at least 12 UN staff killed.A residential building and the UNHCR headquarters across the road were also damaged - eye witnesses have reported a white van drove into the main UN offices then exploded.

Up to present a total of 67 dead have been recorded with many more wounded, injured.

Algerian Interior Minister Yazid Zerhouni said the explosions had been caused by two car bombs, and that the one at the UN was triggered by a suicide bomber.

French President Nicolas Sarkozy, who made a state visit to Algeria last week, denounced what he described as these "barbaric, hateful and deeply cowardly acts."

POLITICAL VIOLENCE BY RADICALISED GROUPS IN 2007

A suicide bomber rammed a booby-trapped car into a convoy east of Algiers on September 21, wounding two French engineers and an Italian.

6 September: 22 die in bombing in Batna claimed by al-Qaeda in Islamic Maghreb -this was a suicide attack targeting President Abdelaziz Bouteflika's convoy 00 other people were wounded.

8 September: 32 die in bombing in Dellys claimed by al-Qaeda in the Islamic Maghreb - this was said to be a suicide attack against a coastguard barracks and left a further 40 wounded. See Postman Patel post re this raid

March: Three Algerians and a Russian killed in attack on gas pipeline workers - 3 Ukrainians and three Algerians were killed and five other people wounded in the bomb attack on their bus on March 5th at Hayoun, near Ain Defla in southern Algeria.The bus was carrying employees of tStroytransgaz , who were laying gas mains between Ain Defla, in the region of Medea, and Tiaret, 340 kilometers southwest of Algiers. February: Seven simultaneous bombs killed six in the Kabylie region east of Algiers

Many of the recent blasts have been claimed al-Qaeda in the Islamic Maghreb this appears to have evolved / morphed from the Salafist Group for Preaching and Combat (GSPC) but changed its name when it joined forces with al-Qaeda last year.

Algeria - FCO gives new travel advice of terrorist attacks - and a funny Diplomatic joke about the Oirish

The Foreign and Commonwealth Office today (5.45pm) changed its travel advice for Algeria. Due to the continuing threat of terrorist attacks we now advise against all but essential travel to Bouria, Tipasa and Chlef districts, which are east and west of Algiers. The relevant summary point now reads:

"We advise against all but essential travel to Algiers and to the administrative district (wilayas) of Boumerdes, Bouira, Tizi Ouzou and Bejaia, which are east of Algiers and Blida, Medea, Tipasa, Chlef and Ain Defla, which are south and west of Algiers. You should make journeys within Algeria by air where possible."

BTW, Ruari O'Connell Deputy Head of the (so called) British Office in Pristina provides a rosy (and unbelievably naive) view of the future of Kosovo on the FCO blog in trotting out the official misguided view on Nobel Peace prize wannabe Comrade Ahtisaari's proposal for the final status of Kosovo - Ruari also tells a joke his Oirish Grandmother used to tell him (stop me if you have heard this before) ... A man found himself in the back of beyond, totally lost. Finally, after driving round in the dark for hours, he comes across an old farmer on a horse and cart. Winding down the window, he leans across and asks "Excuse me - I'm not from round here; could you help me get back to Dublin?"

Apparently (the way Ruari tells it) ...The old farmer thinks for a while, then says: "Oh, I can get you back to Dublin all right - but I wouldn't start from here".

By Jove these diplomats have a sense of humour - which if you are sent to Pristina is something that you should make sure you pack.... although it is difficult to imagine that any archetypal, thick, bog stomping , potatoe chewing Oirish diplomats will see the funny side of the story.

Perhaps he could waylay his boss, the boy David and tell him the one about the Kike whose shop had burnt down ....

Algiers rocked by Salafist / Al Quaeda bombs - 23 dead 162 injured


2 bombs exploded in Algiers today killing at least 23 people with 162 wounded.

A car bomb exploded 100 metres from the entrance to the Algerian prime minister's office (10.50 local time) in the center of Algiers while another bomb hit a suburban police station in the suburbs at Bab Ezzouar. GSPC, or Salafist Group for Preaching and Combat, Algeria's largest remaining Islamic guerrilla group were initially blamed.

Al-Jazeera television said a man identifying himself as Abu Muhammad Salah called the station's Rabat bureau to say he's al- Qaeda's spokesman in North Africa and that the group carried out the attacks. Agence France Presse reported the 2 suicide bombers and their photos were later published on an al-Qaeda linked Internet site.(see pic)

Parliamentary elections are due on May 17

Prime Minister Abdelaziz Belkhadem spoke publicly about an hour after the attack. "This criminal attack is perpetrated at the time when the Algerian people are seeking national reconciliation,'' he said. It is certain that these events will be used by the Government to further restrict even non-violent Islamic candidates from running in the May 17 elections.

The GSPC was founded in the mid-1990s as a rival to the Armed Islamic Groups, or GIA, Algeria's main Islamic guerrilla group. The civil war began after the military-backed government banned 1992 elections that the now banned Islamic Salvation Front was poised to win. While both groups want to impose an Islamic state, the GSPC objected to the GIA slaughter of civilians during the conflict that killed an estimated 200,000 people in the 1990s.

Unlike the GIA, the GSPC didn't accept a 1999 amnesty offer that largely brought the civil war to an end. After virtually disappearing in the mid-1990s, foreign direct investment hit $1.1 billion a year in 2001, 2002 and 2005, the most recent year available, the United Nations Conference on Trade and Development says.

Foreign Investment

UNCTAD reports growing foreign direct investment rising to $8.3 billion in 2005 from $3.1 billion in 1999, BP have huge developments in the interior for gas and oil development.

In 2003, the GSPC pledged allegiance to al-Qaeda. Ayman al- Zawahiri, who is said to be the top aide to al-Qaeda leader Osama bin Laden, reciprocated last September, announcing a "blessed union'' and saying the GSPC would be al-Qaeda's weapon to attack France and Algeria's military-dominated government, which cooperates closely with both France and the U.S.

The attacks follow the deaths of 4 alleged terrorists and a policeman yesterday in police raids in Morocco. Tunisian police and Islamic militants fought gun battles around Tunis last December

In a statement, French Foreign Minister Philippe Douste-Blazy expressed his 'horror and indignation' at the attacks and conveyed France's 'total solidarity' with the Algerian government's fight against terrorism.

Lord Patel posted recently about the Salafist / Al Quaeda link up and recent bombings of oil workers. Also the President's very low key visit last June to mee the Queen and buy arms.Plus the US$4Bn. worth of arms sold to Algeria in 2006 by Russia.

By the way, UK energy security is relying on LNG supplies from Algeria... and is a major investment zone for BP - the energy company.

"At least 30 people died on Saturday and 50 were injured when a hijacked delivery van packed with explosives smashed through a barrier at a coastguard barracks at Dellys, east of Algiers. The bombing appeared timed to kill as many officers as possible, when they were grouped together to raise the national flag.

Last Thursday, 22 people were killed and more than 100 wounded when a man detonated a bomb in a crowd waiting to meet President Abdelaziz Bouteflika in Batna, also east of the capital. That was an apparent assassination attempt, but the attacker was spotted by the crowd, and set off the device before Mr Bouteflika arrived. Algerian security named the man as Bellazrak Houari, 20, and said he had been on their wanted list since 2006. ***"

The Algerian Police / Security Services will be looking for excessive purchases of Hyrdrogen peroxide as the hall mark of Al Quaida is of course previously unknown and unused explosives made in the bath by DIY amateur chemists from manuals downloaded from the web.

Any hairdressers suppliers in Algeria are asked to contact their local Police to report any suspicious purchases - they may resemble the suspect in the picture above.

US Department of State advises Beijing Olympics visitors


The XXIXth Olympics will boast and host 10,500 athletes, 180,000 accredited staff, 22,000 media, and 230 VIPs. There are seven major venue sites, six outside of Beijing.

The staff of the U.S. DEPARTMENT OF STATE Bureau of Consular Affairs have issued a Facts sheet for US visitors to the XXIXth Olympic Summer Games and the Beijing Paralympic Summer Games taking place on August 8-24, 2008, and September 6-17, 2008 - that is when they are not busy looking up the Passport files of Presidential candidates....

Recent violence in Tibet and a purported (and much underreported ) attempt to create an explosion on a passenger plane in flight from western China’s Xinjiang Province to Beijing are good examples of how potentially dangerous events can occur in the run-up to the Olympics.

"On December 11, 2007, two vehicle-borne explosive devices were detonated at the UN headquarters in Algiers and the Algerian Constitutional Council. Three other suicide bomb attacks in July and September of 2007 in Algeria killed more than 80 people. In July 2007, suspected al-Qaida operatives carried out a vehicle-borne explosive device attack on tourists at the Bilquis Temple in Yemen, which resulted in the deaths of eight Spanish tourists and their two Yemeni drivers. There was a series of bombings in Morocco in March and April 2007, two of which occurred simultaneously outside the U.S. Consulate General and the private American Language Center in Casablanca. Additionally, an attack took place on the American International School in Gaza in April 2007. These events underscore the intent of terrorist entities to target facilities perceived to cater to Westerners. The September 2006 attack on the U.S. embassy in Syria and the March 2006 bombing near the U.S. consulate in Karachi, Pakistan illustrate the continuing desire of extremists to strike American targets. Russia arms Algeria ... again

In January this year, Russia’s arms export agency Rosoboronexport, along with leading Russian defense enterprises, announced they had agreed a range of supply / training and maintenance contracts for the delivery of $4 billion worth of Russian arms and military equipment to Algeria.

1 contract is for for delivery of 37 multifunctional and upgraded MiG-29SMT jet fighters which wowed the Dubai airshow last year. Upgrades include weapons control system improved by replacing N019ME radar by the Zhuk-M radar. The target acquisition range on head-on courses grows to 120 km, while the number of simultaneously engaged targets is increased to 4. This makes the MiG-29 a truly multirole fighter, whose combat effectiveness is said to equal that of the F-16C in the striker role, while outplaying the F/A-18C and Mirage 2000-5 in terms of cost-effectiveness.

The cockpit has also been improved with two colour LCD MFDs with push-button and HOTAS controls. The MVK-SUV three-channel quadruple-redundant digital computer is compliant with the MIL-STD-1553B international standard, which means the aircraft can be easily customised in order to meet specific needs.

The fuel system has been augmented with strap on tanks by 500 Kg and in flight refuelling is available - hence improving operating range.

It is also expected that they will also supply 28 twin-seat high agility Su-30 jet fighters,similiar to the ones supplied to China and India. Algeria received 18 SU-30MK multi-role fighters in 2005, along with a US$120 Mn. deal for 22 SU-24 Fencer tactical bombers that proved so popular in destroying Chechnya.

8 divisions of Favorite surface-to-air missile systems and a batch of T-90S battle tanks are also to be supplied.

Russian defense enterprises also signed a number of deals for the modernization and repair of arms and military equipment of Soviet (Russian) make that are currently being operated by the Algerian army. Payments for deliveries will be made, involving complex write -offs on Algerian debt to the former Soviet Union.Naturally this is where LUKoil's CEO Vagit Alekperov, Gazprom chief Alexei Miller, and Igor Makarov of independent gas producer Itera enter the scene as it is evident that Algeria will give gives Russian companies access to oil- and gas-rich regions, with the proceeds split between the producer and the Algerian government. The Algerian government is then bound to immediately transfer the revenues to Russian arms manufacturers, until such time as the previous debt (said to be US$4.7 BN.)is paid off.

In the near future Algeria are looking to buy 50 or more Yak-130 training jets and about 30 Tunguska-M1 surface-to-air gun/missile systems.

No doubt the MOD salesmen will be much in evidence when President Bouteflika arrives next week to share a cuppa with HMQ who will no doubt be anxious to discuss the question of Human Rights in Algeria with him.

It may be possible ... but don't bet on it, that the JESS who oversee the Strategic Energy needs of the UK have taken on board that Algeria (7th largest natrual gas rserves = 4.55 trillion cubic metres), is the world's fourth-biggest gas exporter after Russia, Canada and Norway at 60 billion cubic meters per year.

Russia, is of course the premier gas exporter to Europe, with about 26% of the market. By coordinating its export policies with number 3 exporter Algeria (about 10% of the European market), Russia may be able (and may wish to) to increase its leverage within Europe, complicate the EU's efforts to diversify its sources of supply, and leverage that improved position into greater participation in and influence over Europe's pipeline projects.

If they do take the chance to look at how the Russian silovaki have parlayed their energy resources they may like to take a peek at what is happening currently in Ukraine.

Algeria - UK passes the buck on swindler and terrists


All round welsh windbag and rentagob , Kim Howells, FO Minister for dealing with the awkward squad, has been arranging a visit by Algerian President Abdelaziz Bouteflika to London in the 9th of July. He will meet will meet the Queen and will hold discussions with the Prime Minister Tony Blair. He was also helping the Algerian Gvernment get their hands on the London based, high living swindler Abdelmoumen Rafik Khalifa.(see pic)

Algeria has been seeking extradition of the former head and founder of the eponymous Khalifa group for 2 years, who is charged in Algeria with fraud and money laundering, and who fled to London from France.


In less than 10 years Khalifa
created a pharmaceuticals empire, bought some of Europe's most expensive property, started a bank (Khalifa in which millions disapperaed) , an airline and a luxury car rental service, and put his name on Olympique de Marseille's strip.

He mingled with the rich and famous, including Sting, Ricky Martin, Bono, Pamela Anderson, Melanie Griffith and former French Culture Minister Jack Lang.

At one stage in the investighation into his dealings 61 year old Catherine Deneuve was asked whether she had received an appearance fee from Khalifa's empire of €40,000 (£32,000), handed over in cash in a toilet. She has also been accused by Khalifa's former right-hand man, Mohamed Chechaoui, of receiving €45,000 to attend a football match in Algiers.

Gérard Depardieu, told police that he was paid €30,000 (£20,600) to attend a football match n February 2002 by Khalifa prior to it's collpase.

Allegations that he was involved with military staffs and money lauyndering frommthe country's oil riches are rejected ..most Algerian military chiefs have been quietly laundering the country's oil wealth for 40 years and they do not need a high-profile golden wonder play boy who makes the process public.

Seventeen other Algerians are currently being held or are under conditional release in Britain under suspicions of terrorism, awaiting expulsion. Under the agreement Howell has signed , Algeria stands to gain custody of its nationals now in U.K. custody and Britain can rid itself of Algerians it has labeled as security threats but is either unwilling or unable to prosecute. The memorandum is designed to address the fact that international law prevents the transfer of persons to countries where they are at risk of torture.

Sarah Leah Whitson, executive director of Human Rights Watch’s Middle East and North Africa division said in March ... The British government should be encouraging Algeria to take positive action to eradicate torture, instead of looking for ways around the obligation not to return people at risk of torture. If there is real evidence that these suspects pose a threat they should be prosecuted in the British courts.

The agreement that Howell blithely signed probably resembles the so called memoranda of understanding (MOUs) that the U.K. has already reached with Jordan, Lebanon, and Libya. Under these memoranda, the receiving governments provide “diplomatic assurances” that they will not mistreat persons that the other country transfers to their territory.

They are not worth the paper they are written on ... a diplomatic nonsense that helps keep a few FO type asleep o'nights.

Russian Roulette in the Middle East - Putin stirs up the hornet's nest


Lord Patel revealed the establishment of LUKSAR the Lukoil Saudi Arabia Energy company 80% owned by LUKOIL in March 2004 when my old friend Vagit signed the 40 year deal with Ali al-Naimi, who acting on behalf of the government.

This you will remember was after he signed a deal on March 11th 2004 in Baghdad to train Iraqi oil industry employees and students. 40 Iraqi students will study in Russia's I.M. Gubkin Oil and Gas University... which ,despite all the problems today still going.

Anyway Vagit tells me that he was back in Saudi last month, this time with President Putin (the 1st ever visit by a Russian leader) and stirring the ordure for Washington as usual, during the visit he signed a co-operation agreement with Qatar Petroleum's chairman Abdullah Bin Hamad Al-Attiyah covering possible participation in oil and gas projects including GTL, LNG and petrochemicals ventures.

Whilst that was going on Putin was offering Crown Prince and Defence Minister Prince Sultan bin Abdul Aziz nuclear power stations , military helicopters, to build rocket propelled grenade (RPG) factories, provide sophisticated anti-aircraft systems-the Carapace (Pantsyr), TOR M1 and Strelets. To top all that he offered the Saudis expanded satellite launches and an opportunity to join the Russian satellite navigation system, GLONASS.

Diplomatic gossip says there is a "verbal understanding" on the sale of about 150 Russian T-90 battle tanks to Saudi Arabia, which is seeking to diversify its defence systems.Tests were carried out on the T-90 in Saudi Arabia last year to determine the tank's suitability for harsh desert conditions, and Russia is also looking to sell Mi-17 helicopters.

Gas OPEC - the first steps

He also hinted about future logistical co-operation involving LNG supply swaps for each country's global gas customers. This is what anxious observers in the US call a new OPEC - and they don't like it. At present there is a loose association called the Gas Exporting Country Forum (GECF). This was founded in 2001 by Algeria, Iran and Russia also includes Libya, Qatar, Oman the UAE, Egypt, Bolivia, Indonesia, Malaysia, Trinidad and Tobago, Venezuela as well as Norway as an observer.

Of course anything that keeps up prices for oil and gas rich Russia is a good thing - also the implied anti British and anti U.S. presence in the Middle East by playing to anti-Western sentiment in the "street" and among the elites plays well. Mr. Putin also solidified the high profile diplomatic stance of ther new kremlin, emphasizing their differences with Washington.

To date this group has not attempted to control prices - which would require a change in a market which involves large, lengthy (40years in some) contracts. With LNG demand growing at 12% a year thins may change.

Anyway when the gas exporting countries meeting in Doha in April they will have the development of an OPEC-like group. This is anidea being forcefully put forward by Iran's oil minister Kazem Vazeri-Hamaneh and Iranian leader Ayatollah Ali Khameni has called for Russia and other natural gas producers to establish a gas cartel. Iran is looking for new customers in Europe and Swiss traders have been buying heavily to supply customers in Italy and eslewhere via Turkey.

Fellow Muslim state Malaysia's independent power developer SKS agreed a $16 billion, 25-year programme to exploit the Ferdos and Golshan offshore gas fields in south-eastern Iran with the the National Iranian Oil Company in January. ...a dn a Pakistan / Iran pipleine project is nearing agreement - despite pressure from Washington.

LUKoil developments in Rub Al-Khali

Anyway, Vagit says LUKSAR is still on target with development of the 30,000 sq. mile block in the northern part of the Rub Al-Khali (Empty Quarter) south of the giant Al-Ghawar oil field. The Rub' Al-Khali is the biggest active sand sea in the world (between 500,00 and 600,00 km2 - roughly the size of France).

Lukoil say that 15 months ago the first exploration well was spudded in the central area of the block and they expect to invest $2 billion to exploit the deposits found there and expect commercial production of gas and condensate by 2014.

Saudi Aramco will have the right to buy all the gas produced at $22.7 per 1,000 cubic metres if annual production reaches an agreed level. The next stage of development involves building pipelines and other infrastructure development

Gazprom's were kept busy on the trip and their engineering subsidiary Stroytransgaz had talks with Saudi Oger on possible collaboration for energy and water pipeline work in the Kingdom.

Vagit told me that , 'Lukoil views the Middle East as a region of high priority. The Saudi project perfectly fits in the company's development strategy and matches all economic and competitive criteria the company applies to projects.'

He went quiet when asked about Iraq and simply said he hopes to restore oil extraction rights agreed before Saddam's downfall in 1997 to the vast West Qurna-2 oilfield (industry estimates 15 Mn barrels). Talk in St Petersburg is of $4 billion being invested in the field through to 2020.

Meanwhile Vagit is having a very close look at Oman's promising Khazzan and Makarem gas fields which the Sultanate wants to develop...he also has been having a chat with Abdullah Nasser Hawaileel of some outfit called Dana gas who had a wildly oversunscribed IPO in 2005 in Abu Dhabi.

The Salafist Group for Preaching and Combat (GSPC) has, since last September, taken on the name of Osama bin Laden's terror network for North Africa and they claimed responsibility for the attack.

"We dedicate this modest conquest to our Muslim brothers in Chechnya ... victims of the criminal (Russian President Vladimir) Putin," it said in the statement posted on an Islamist site often used by Al-Qaeda.

In December one person was killed and nine injured in an attack on a bus carrying staff of the Brown and Root Condor (BRC) company, a subsidiary of the Algerian Sonatrach oil company and Halliburton.

And all this, even when Putin to establish his credentials in the Muslim world had brought along with him to Saudi , Mintimir Shaimiyev, the Muslim head of the predominantly Muslim republic of Tatarstan. Tickled pink with this gesture, King Abdullah had responded in kind, and awarded Shaimiyev the King Faisal award for service to Islam, praising Putin as , "a statesman, a man of peace, and a man of justice" despite Putin's brutal treatment of the Chechen Muslims.

Russia and Algeria, recently signed an agrement to coordinate investment and marketing and the transfer of technology - then they get their buses and workers bombed . No wonder Vagit sighed and headed for the casino.

USAFRICOM - Building the New Empire and the very,very odd folks at IASPS


In their self adopted role as the World's Policeman the USA have assigned 5 Unified Combatant Commands (COCOM) which are US joint military command composed of forces from two or more services, organized geographically ("Area Of Responsibility", AOR) .

Last summer, the then Defense Secretary Donald Rumsfeld formed a planning team to examine what it would take to get an Africa command up and running. In early December, Rumsfeld made the recommendation to President Bush, who authorized a new command on the same day Rumsfeld left office.

The U.S. have for a long time expressed concerned about the increasing infiltration of al-Qaida and other terrorist organizations, especially in the northern trans-Saharan region. The so called Salafist Group for Preaching and Combat (GSPC), based mostly in Northern Africa, the GSPC it is said represents a threat beyond the Continent, northwards to Europe.

The U.S. has launched a number of initiatives to counter the threat, including military and intelligence training missions by Special Forces units.The U.S. has other strategic interests in Africa. The continent will account for 20 to 25 % of U.S. energy imports by the next decade.

The US is also determined to enlarge their foothold on the continent in response to intensifying competition with China, India and others for influence and for access to resources ... and .. "rising commitments with respect to global health in Africa."

From February 2007 a new command USAFRICOM which is the whole of Africa minus Egypt commenced operations. This was was added to the present 5 and was carved out of of USEUCOM (virtually the whole African continent) , USCENTCOM (East Africa - The "Horn") and USPACOM (Madagascar).

This will include a lot of offshore real estate(with a lot of oil in places) including the Cape Verde and São Tomé and Príncipe, islands belonging to Equatorial Guinea, and the Indian Ocean islands of Comoros, Madagascar, Mauritius and the Seychelles.

This new command will be established by September 30, 2008 and is temporarily housed at Kelley Barracks in Stuttgart, Germany until the permanent base somewhere in Africa is constructed. Navy Rear Adm. Robert T. Moeller (see pic) arrived commenced the role of CEO on Feb. 26.

It is claimed that his deputy will probably be State Department official, rather than a military officer to emphasise the interagency mix, focusing the efforts of intelligence, diplomatic, health and aid - and perhaps to assuage a bit of fluttering in the ambassadorial dovecots of the dark Continent.

This new deployment and change in strategic structures does more however, in that it reflects a major change from a reactive involvement in the continent to a proactive commitment to secure US interests.

The Dark Continent, whilst it has not figured greatly in White House concerns (distracted no doubt by the noisy Zionist cabal and their more pressing and immediate concerns) has been of growing concern , especially since the 2003/4 conflicts in the Niger Delta, the origin of increasing quantities of oil ( and natural gas) on very direct shipping routes to the US region .

The Northern Sahara/Sahel region, is supposed to harbour the GSPC whose attacks on some army troops in Mauritania and the kidnapping of 15 tourists has encouraged the Algerina Government to draw in US support and access to arms. But there are secptics about the nature, role and effectiveness and origins of these fundamental Islamaist jihadists. Moussa Ould Ham, editor of Le Calame, an independent Mauritanian newspaper , is convinced a new strand of the GSPC, not focussed on regime change in Algeria, carried out the attack.

"Wherever the Americans are, whether it's Iraq or wherever, an Islamic resistance rises up, and perhaps it's this Islamic resistance that we are seeing appearing in Mauritania today."

There are other interest involved - a lobby group , the African Oil Policy Initiative Group (the child of The Institute for Advanced Strategic and Political Studies (IASPS) - see more later) held a symposium and issued a paper, "African oil, a priority for US national security and African development"

This urges Congress and the Bush administration to encourage greater extraction of oil across Africa, and to declare the Gulf of Guinea "an area of vital interest" to the US. Walter Kansteiner, US Under-Secretary of State for African affairs, is reported saying that African oil "has become a national strategic interest". Ed Royce, the influential Republican senator for California and chairman of the Congress African sub-committee, maintains "African oil should be treated as a priority for US national security post 9-11".

It is worthy of note that Equatorial Guineau's ambassador in Washington (brother-in-law of president Teodoro Obiang) attended the AOPIG symposium. Two thirds of Equatorial Guinea's oil concessions have been awarded to US operators with close ties to the Bush administration. William McCormick, boss of CMS Energy, contributed $100,000 to Bush's presidential inauguration ceremony they eventually sold their interests to Marathon Oil. Ocean Energy, another company at work in the Gulf of Guinea, employs Chester Norris as a consultant in Equatorial Guinea (he was Bush senior's ambassador there).The coastguards are trained (and probably run by) by Military Professional Resources Inc, who will soon be patrolling the offshore oilfields. This private company is managed by retired high-ranking Pentagon officers.

Triton, is also a prime mover in Equatorial Guinea whose chairman, Tom Hicks, made Bush a millionaire fifteen times over when he bought the Texas Rangers in 1998. Hicks's leveraged buyout firm, Hicks Muse, is Bush's fourth-largest career financial patron, according to the Center for Public Integrity. Devon Energy (who took over Ocean Energy) paid $350,000 into Riggs Bank accounts for students from Equatorial Guinea enrolled in training programs or universities abroad, according to a Senate report. Many if not all the students were the children or other relatives of government officals.

See this Wayne Madsen report on connections between President Obiang, Jack Abramoff, George Bush's uncle ,Jonathan Bush, Riggs Bank, money laundering the Abayak SA slush fund and who knew about the 2004 abortive coup against Obiang which involved Mark Thatcher and whose ringleader Simon Mann rests in the Harare slammer, Prop. president Mugabe.

Sudan, which started exporting oil six years ago,produces over 200,000 barrels a day. Nigeria, Africa's leading exporter of crude oil, is set to increase daily output from 2.2m to 3m barrels, rising to 4.42m by 2020. The next largest African producing nation, is Angola, by 2020 it is expected to double output to 3.28m barrels a day - Chevron supervises 75% of oil production in Angola.

Equatorial Guinea currently holds the record (alongside Angola) for oil prospecting permits. Over the next 20 years it could become Africa's third largest producer (ahead of Congo and Gabon) with 740,000 barrels a day...or even more with offshore interests included. Thee new producers do not of ocurse belong to OPEC.

US oil companies - the giant Exxon-Mobil and Chevron-Texaco, and operators such as Amerada Hess, Marathon and Ocean Energy - are investing more than US $10bn in African oil every year. (The Chad / Cameroon pipeline cost US$3.4Bn.)

The New York Times quotes Roger Diwan,CEO of the Petroleum Finance Company :
"There is a long-term strategy from the US government to weaken Opec's hold on the market and one way to do that is to peel off certain countries".

The U.S. Congress has approved $500 million for the Trans-Saharan Counterterrorism Initiative (TSCTI) over six years to support countries involved in counterterrorism against alleged threats of Al Qaeda operating in African countries, primarily Algeria, Chad, Mali, Mauritania, Niger, Senegal, Nigeria, and Morocco. This program builds upon the former Pan Sahel Initiative (PSI), which concluded in December 2004 and focused on weapon and drug trafficking, as well as counterterrorism. Previous U.S. military activities in sub-Saharan Africa have included Special Forces associated Joint Combined Exchange Training.

The Trans Saharan Counterterrorism Initiative officially started in June with Exercise Flintlock 2005. US special ops forces trained their counterparts in seven Saharan countries, teaching military tactics critical for enhancing regional security and stability. There is also a diplomatic effort to encourage participating nations to work collaboratively toward confronting regional issues- mainly countering the alleged Al Quaeda threat.

The Trans Saharan initiative builds on the successful Pan Sahel Initiative, launched after the Sept. 11, 2001, terrorist attacks to prevent terrorists from setting up safe havens in Africa. Other factors — war, poverty, disease, corruption and lack of education, among them — create an atmosphere of hopelessness where extremists' messages resonate, particularly with the younger generation. The very conditions that cause these humanitarian tragedies are also the very conditions that lead to breeding grounds for the kinds of threats that the US is most concerned about in this region.

TSCTI is being planned as a follow-on to the Pan Sahel Initiative (PSI) that began in 2002, which helped train and equip at least one rapid-reaction company, about 150 soldiers, in each of the four Saharan states: Mali, Mauritania, Niger and Chad.

The overall approach is straightforward: build indigenous capacity and facilitate cooperation among governments in the region that are willing partners (Algeria, Chad, Mali, Mauritania, Morocco, Niger, Senegal, Nigeria and Tunisia, with Libya possibly to follow later if relations improve) in the struggle with Islamic extremism in the Sahel region.

TSCTI would support US national security interests in the "Global War on Terrorism" stopping the flow of illicit arms, goods, and people through the region helping focus nations to better protect their own vast borders and regions.

The Trans Saharan Counter-terrorism Initiative officially kicked off in June 2005 with Exercise Flintlock 2005.

Despite its successes, the Pan Sahel Initiative was constrained from its inception by limited funding and a limited focus. The Pan Sahel Initiative and the inroads it made laid important groundwork for the new Trans Saharan Counterterrorism Initiative.

The new program will be better funded — it will receive about $100 million a year for five years. And unlike the program it replaces, the Trans Saharan Counterterrorism Initiative will introduce a more comprehensive approach to regional security. The Defense Department will continue to focus on military operations, expanding its scope from the company to the battalion level.

The US Agency for International Development, for example, will address educational initiatives; the State Department, airport security; and the Department of Treasury, efforts to tighten up money-handling controls in the region.

One evident threat is posed by the newly active group calling itself al-Qaeda in the Islamic Maghreb—AQIM in American military shorthand. Said to have been formed from Algeria’s Salafist Group for Preaching and Combat, jopinerd forces local units of al-Qaeda. The GSPC itself emerged out of Algeria’s civil war in the 1990s, in which some 200,000 died. Its most recent attack, a car bombing in Algiers in April, killed at least 30 people. The CIA thinks that AQIM may have about 100-150 operatives, who could be “force multipliers”, meaning that they could train many more jihadists in the mobile training camps the Americans claim to have identified in northern Mali’s deserts near the Algerian border.

Stories are relayed that AQIM may link up with even murkier and vaguely anonymous groups groups, such as the Black Taliban of northern Nigeria. Blamed for an attack in April in the city of Kano. This killed scores of people - Black Taliban at work ? It is just as difficult to confirm / deny there exists a growing terrorist network elsewhere in the Sahel, and perhaps even a line of communication and supply reaching right across to Somalia and even on to Iraq.

As a result of the 2004 global posture review, the Pentagon began implementing a number of Cooperative Security Locations (CSLs) and Forward Operating Sites (FOSs) across the African continent, through USEUCOM. These locations, along with Camp Lemonier in Djibouti, would form the basis of Africa Command facilities on the continent. See Post here on Camp Lemonier (Le Monier) In Jan 2006.

In Seymour M. Hersh's , piece in the New Yorker this month about Abu Ghraib and General Antonio Taguba he discloses that ,

"I was told by the former senior intelligence official and a government consultant that after the existence of secret C.I.A. prisons in Europe was revealed, in the Washington Post, in late 2005, the Administration responded with a new detainee center in Mauritania. After a new government friendly to the U.S. took power, in a bloodless coup d’état in August, 2005, they said, it was much easier for the intelligence community to mask secret flights there."
