The North West 12 11 - stray thoughts on being a terrist in Manchester

Cheetham Hill is both a road and a district. At one time early in the 20th century a respectable and largely Jewish suburb in N. Manchester many of whose residents made their post war Exodus to Israel.

It is now a cosmopolitan area with a high proportion of both legal and illegal immigrant communities, Asian , quat chewing Somali, Ethiopians, West Africans, East Europeans, Kurds, Iraqis ... A mobile crowd with a core of low level criminals, dealers, thieves, pimps, ladies who have many boyfriends, massage parlours and where few people ask questions, and receive fewer answers.

Remarkably for at least 2 weeks, 4-6 weeeks ago the lower Ciy Centre end of Cheetham Hill was busy with door to door pollsters from regular companies. A long arm extension of the law, recruited by habit to ask the qestions that MI 5 / Plod cannot ask - it set alarm bells jangling. Jingle - Jangle on the Jungle Telegaph.

Now we have the North West 12 11 and the implausible (and risible) tales of bomb plots.

Many would welcome a bomb - especially around the disabled parking bays outside Habitat and Russell and Bromleys where 300lb West Indians, with slick wrap round shades and hundred weights of gold bling wait in their massive Audi 4x 4's and top end Range Rovers with tinted windows. They sit impassively answering their mobiles in endless brief convrsations , whilst their lady friends in impossibly tight jeans or impossibly short skirts go shopping. Unbothered by Plod and traffic wardens.

Trafford Centre

Part of the Lord Patel commercial Empire at one time included a company shoppp.com Ltd with a website www.shopp.com . In 2001 - 3 a 3dimensional site was developed. This took the form of modular cubes which linked and whose surfaces could be textured.

It was therefore possible to emulate a closed environment - as in a shopping centre on a ship.

The user / viewer could apparently stroll through the site and seamlessy jump / walk into a shop.

The shop would have a variety of links .... for example today's best buy or special offers. Clicking on thes would lead to the user being able to printoff a coupon redeemable only today - or one week etc., Another click could lead to ordering online ... endless possibilities.

The flaw was that the penetration of broadband and decent home kit meant a very limited audience - and, more importantly, we ran out of money. Brilliant idea but we were ahead of our time.

High on the list of prospects was the (then) newly opened Trafford Centre and much time was spent attempting to visualise it - a bugger because it does not have a rectangular floor plan. So therefore we amassed a library of pictures and did a lot of research.

Sanderson Computing from Sheffield, a top quality engineering software house - who used the very novel, and for it's time a brilliant Pick operating system, used to have details on their website of the number plate reading sofware they supplied initially to Trafford Centre.

Over the years their security has become leading edge and every vehicle registration which enters runs automatically through the DVLC database, any connected individuals / ownes etc., are routed through the PNC, Unpaid fines , watch lists etc., ivers and passnegers can be photographed and their pictures cirucated instantly , if they have mobile (even if switched off) they can be tracked using GPS...

Anyone who fancies bombing Trafford Centre (and one must assume any other centre of a similiar size) is a mug.

However 4 people had it off on their toes with £500,000 of watches / jewellery from Selfridges on Monday night in the City Centre.

Italian Job - Manchester City Centre Selfridges ram raided and 1/2 Mn goods stolen

Here is a remarkable story.

Manchester is reading goggle eyed about the massive conspiracy by 12 Pakistanis to blow up major shopping centres in Manchester. (Correction now down to 11, an 18-year-old arrested in connection with the alleged plot has been released into the custody of the UK Border Agency.)

At around 10:30pm on Monday evening, 6th April while contract workers were still inside, 4 men in a Black Ford Ka (! - stole from a Chris Lysaght) ram raided from Market Street the doors to the entrance to the alley between M&S and Selfridges.

They then smashed through into the ground floor through the main entrance doors. The four men then proceeded to scoop up (according to the Daily Telegraph today) £500,000 of jewels, watches etc,

They then drove back into the alley , down it, and exited into Exchange Square at the other end by smashing that door down. The Ka was dumped and the men switched to a silver Honda Civic. The Kaw as found abandoned in Blackfriars Road, Salford and found the following morning, it had been stolen from the Eccles area. and found abandoned in the morning.(Key 10 artice appeared on Wednesday3)

The Manchester Evening News first publishd the story last night.

This was a major and serious crime - the car indeed could have been a car bomb - why does it take days for the Press to pick it up ?

Ian Tomlinson Memorial March April 11th


A march has been organised to protest the savage and unprovoked assault on Ian Tomlinson and his subsequent death, lying alone on the pavement in a London street, surrounded by the police, isolated from everbody who had tried to help him in his dying minutes.

Assemble 11.30am, Saturday 11th April at Bethnal Green Police Station, 12 Victoria Park Square,Tower Hamlets,London,E2.

The march will proceed to the spot in the City of London where Ian died. One of the few spots in London where CCTV cameras are not (according to the Head of IPCC) installed or don't work.

People have been asked to wear black and bring flowers to lay where Ian died. (Covering faces with a balaclava and concealed your badge number is an option only for Police attending).

CCTV cameras - Stockwell Redux

Krishnan Guru-Murthy inerviwed Nick Hardwick, chairman of the Independent Police Complaints Commission,(since 2002) on Channel 4 news April 9th 2009.(see video)

Nick (Rapid Eye Movement when lying Champion ) Hardwick said of the assault (3.42 into above video):

"We don't have CCTV footage of the incident... there is no CCTV footage, there were no cameras in the location where he was assaulted."

Speaking to More 4 News, the IPCC confirmed Hardwick's comment, saying that the CCTV cameras overlooking the incident were not working.

So the boss says, No CCTV and the office say they weren't working ..... liars..

US continue to bomb Pakistan and kill citizens - winning hearts and minds

Whilst the mild mannered US envoy Denis Holbrooke was berating the Paistani Government An unmanned Predator strike aircraft fired a Hellfire missile at a vehicle in a bazaar in the town of Gangi Khel near Wana. It is claimed by the CIA regional mouthpieces that 4 Taliban and al Qaeda operatives are thought to have been killed in the strike and 4 civilians are said to have been wounded but no senior Taliban or al Qaeda leaders have been reported killed.

A Jan. 23 Predator attack hit a Taliban compound in the town. Ten al Qaeda and Taliban fighters were reported killed in that attack.

Mullah Nazir, a Taliban chieftain and former rival and now ally of Pakistani Taliban leader Baitullah Mehsud is suposed to command the area of Gangi Khel.

This is not their first shot at Nazir who was said to have been (unsuccesfully) targetted Nazir and Tahir Yuldashev, the leader of the Islamic Movement of Uzbekistan, in a strike near Wana on Nov. 7. Nazir was claimed wounded in the attack. Yuldashev's status is still unknown, but it is believed he survived the attack.

This brings up the score card for attacks to the 3rd this month and the 14th inside Pakistan this year. The US targeted a Haqqani Network compound on April 4 and a Taliban camp in Arakzai on April 1.

Ian Tomlinson - Did he fall or was he pushed ?

There will be few readers who haven't seen the video the Guradian obtained from an American citizen of the violent assault ith a baton and shoving to the ground of Ian Tomlinson about 7.20 pm on April 1st and the subsequent catalogue for 5 days of lies, untruths, distortions and obfuscations of how minutes after a a few yards away he died.

As a veteran of many marches, one sequence sticks out to us - above.

A slim young, mobile, black suited, young fit male, with a top spec (but not flashy) single lens reflex camera crouches down for some pics of the fallen and injured Tomlinson. This mystery snapper must have witnessed the assault by the burly truncheon weilding PC - who has subsequently (along with other colleagues) come forward.

Suddenly whilst everyone is focussed on the stricken newspaper vendor he does a runner.

He is not a well equipped protestor.... such a person would stay and continue clicking.

He is not a pro or semi pro photographer ... who would have at least 2 cameras, bags, flash etc.,... and probably stay for more and better pics.

He is an undercover SIS / MI5/6 operator.

They appear everywhere on marches , forever on the move, very aware of their location , they move purposefully and have a penchant for wideangle rearward shots of marches face on- ideally from upper vantage points, Post Boxes, street furniture, hanging from lamp posts. Lord Patel has a library of mugshots. One turns up regular as clockwork at Stop the War meetings in the Friends Meeting House in Manchester.

A pound to a pinch of snuff these pics will never appear part of the record or be submited to the IPCC or the City of London Plods .. more than likley he was incontact with someone to outline the incident,which led to the sunsequent charge of the police to gurad Tomlinson's (then) dead body.

The first response was to rush the story aside, then to lie, but the the flood of evidence has overwhelmed the framed story .....expect ;

1. Tomlinson had 3 times the drivers limit of alcohol.
2. There were probably traces of ilegal drugs.
3. He had a knife in his pocket.
4. He had access to a computer where he worked which the Police are "looking at".
5. Even better fairy stories than we can concoct.

Slowly the "crumple zone " of the "libertarian right will get their act together, Sami Chakrabarti, David Davis, Andew McKinley, Dame Baroness Lady Dame Jane Neville Jones to impress on the public the looming threats the Police face....

All this of course has absoltely nothing to do with aresting wannabe terrists in the North West and the sad departure to a well funded retirement by the fat Plod who arrested Try MP Damian Green in a "moment of madness".

Moral - There is no such thing as an accident. Nothing occurs haphazardly.

Quite where this videocomes within the recently enacted Terrorism Act Sect 58A ish is supposed stop people snapping pics of Police officers is unclear.

Mayor of London Boris "Cop Killer" Johnson said on BBC at midday today (albeit with a straight face) that it was "with great sadness" that he had accepted Mr Quick's resignation , failing to add that he had been machinating for his removal and replacement by the pliant Assistant Commissioner John Yates (Marlborough School and Kings, London , Fitzwilliam Cantab.) as head of Counter Terrorism at the Met.

The public can however enjoy with some grim satisfaction that the porcine piggy eyed oaf , who has provided further evidence (in spades) of his innate stupidity by waving around secret minutes for the Press's intrusive and sharp lensesto pick up and publish. These apparently revealed details of the operation, codenamed Bathtub, listing the names of officers involved and locations of the deadly jihadist, fundamentalist Pakistani terrist suspects. Father of Brighton "Babe in the Wood" rape/murder victim arrested for attempted rape pf daughter over 23 years ago

Nicola Fellows 9 and Karen Hadaway, 10 were both found raped and murdered in Wild Park, Brighton in 1986. Labelled the "Babes in the Wood" murder by the press it remains unsolved - though keeps re-surfacing see post Sunday, March 16, 2008 PC Uncorrectness - and PC suicidalism.

There have also been connections through the murder of Katrine Taylor when London drug dealers Trevor Smith and Fergal Scollan, convicted and jailed for life at Lewes Crown Court in 1997 for her murder, were cleared after a retrial at the Old Bailey.

Yesterday Sussex Police Sussex Police said a woman had come forward and as a result 59-year-old was Nicola's father, Barrie Fellows, was arrested on suspicion of conspiracy to rape his daughter; Douglas Judd, a family friend from Brighton, was also arrested on suspicion of rape.

The source said the woman who came forward was not a relative of Nicola. The force stressed the allegations were not related to the 1986 murders.

In 1987, Russell Bishop, a 42-year-old roofer who knew the girls, was tried and acquitted of their murders. He is now serving a life sentence for the abduction, molestation and attempted murder of a seven-year-old in 1990.

Mr Fellows, who was bailed, condemned the police and claimed the allegations were based on a lie made by an ex-girlfriend of Mr Bishop. Rumuours amongst the trhiving brighton drug culture suggest theseinvolved the receipt by the police of video evidence.

The investigation is being led by Detective Chief Inspector Adam Hibbert, of Sussex Police's Major Crime Branch who has a proud record of public service in Sussex.

DPRK - Fireworks ......The Charade continues.

There has been much organised claptrap about the DPRK firing their second multi stage unguided rocket (so called Taepodong) vaguely East of and over Japan.

Lord Patel has visited North Korea, he has contacts with severalacademic,diplomatic and commercial sources with experinece and personal knowledge.

It is a complete fictrion that DPRK has any nuclear weapons technology of any significance. They don't have the skills, the industrial base, the financial resource or the knowledge.

The alleged rockets to deliver these alleged weapons are of WWII technology and aren't even eqivalent to the Jupiter and Saturn rockets of the 60's that the US used to set fire to their launch pads in the 60's.

1. Rockets

The Taepodong 2 missile ( name invented by outside observers) has 2 stages.The primary stage is probably a liquid liquid propellant (TM-185 fuel and AK-27I oxidizer) driven engine and the second stage likely utilises the so called Nodong short-range missile (The Nodong missile was test fired once in May 1993).

Of the 2 missiles fired so far (The first was in July 2006) the splashdown phase gives a rnge of some 1,400 Km - payload capcity is said to be (and this is highly unlikely) ,up to 700–1,000 kg at short range. Some fanciful reports says this makes it suitable for conventional weapons payloads, NBC payloads as well as Earth orbit satellite delivery. Fancifully US news reports claim these missiles have " a range of more than 6,700 kilometers, putting it within striking distance of Alaska, Hawaii and most of East Asia.This nonsense is repated by BBC Online

There is no evidence whatever of an ability to seperate a payload , provide any sort of guidance or control in flight with any accuracy.

An earlier and more primitve single stage Taepodong-1 was test fired in August 1998, firing a missile over northern Japan.

2. Weapons

On October 6th 2006 an explosion occurred deep witin a mountain at Musadan-ri in Hwadae-kun, near the city of Kilchu, in North Hamgyŏng province on the northeast coast.

Most reports from informed sources of the seismic event suggess a yield of some 1 Kiloton. An effect acheivable with easily obtainable and relatively inexpensive explosives - eg ammonium nitrate and diesel, primed with Semtex or such.

The only reports of radioactive residue were ina "preliminary report" (never followed up from the office of Director of National Intelligence John Negroponte.

U.S. intelligence officials estimate that the explosion was less than a kiloton, according to the statement.

What is in it for DPRK ?

You must understand these guys are isolated crazies, certifiable at least. The have some resident and indigenous software skills and have been duped by enldess emigres from the Soviet states selling them unuseable ex Soviet technology.

It is highly likely that they have some launch staff recruited from Kazaksthan rocket ranges and maybe some help (but very unlikley) from the Pakistan nuclear circus (now you se it, now you don't)

What is in it for US

The military and civil telecomms networks in DPRK are totally compromised (and have been for years) - something that the UK have helped with.

They want to maintain their military role in the region and must have an enemy to protect Japan and South Korea from to justify their inceasingly unpopular presence in the area.

What is in it for China ?

The last thing China wants is a unified peninsula on their doorstep. They supply 80% of food and fuel to maintain their grip on the North. In cahoots with Russia they manage to keep the UN tied down to what is effectively inaction.

The alleged threat to the West of nuclear wepons from DPRK is a wet dream of souls like John Bolton ......

US Predators strike in Waziristan - 13 civilians killed including 10 women and children

At 3.30 am on Staurday, a US Predator drone fired two Hellfire missiles at the house of a tribesman Tariq Hussain at Dund village in Datakhel, an area very close to the Afghan borderin North Waziristan tribal region and killed 13 people including women and children

Locals said five children and five women among the 13 victims of the attack which completely destroyed the house.

Recent reports suggested that the US is planning to expand the strikes to southwestern Balochistan province. The US has already expanded the drone attacks from Waziristan to two other tribal areas — Kurram and Orakzai.

The Foreign Ministry spokesman Abdul Basit said this week that Pakistan will lodge protest with the top US envoy for the region Richard Hollbroke due next week for talks with Pakistani officials on security issues

This last attack came amidst reports that Pakistan has agreed to provide information to the US for attack on Taliban chief Baitullah Mehsood, blamed by Pakistani authorities for a series of suicide attacks across the country.

Baitullah warned this week of more suicide attacks in the country to avenge of the US drone attacks inside the tribal regions. (see previous posts)

Full steam ahead at Ellenroad !


Tommorow (sunday) is you first chance this year to see Ellenroad Engine House has the only fully-working cotton mill engine with its original steam-raising plant, in full steam. The awesome 3,000 horsepower Victoria and Alexandra (1892), a coal-fired Lancashire boiler and other machines, like the Whitelees beam engine, are still working perfectly after more than 160 years!

The engine house is in steam from 12.00 to 4pm and there is a unique collection on view from the North West Meccano Guild. 200 yds of M62.

Smash Capitalism - Cameras ready ? .......Roll


Some very odd scenes and charades were enacted at the G 20 marches, the above BBC photograph speaks volumes - if it bleeds it leads ... and this window basher appeared at the top of news items - but not quite in this form.

Craig Murray writes on his blog ..."There was a fascinating and drawn out scene outside the Bank of England yesterday when a distinct group of some thirty were attacking the police, one hitting the police with a long pole. Prominent was a group of young Asian lads.



I recognised them because I was crushed up hard for a good while against the same bunch of young Asians outside the Israeli Embassy a couple of months ago, where again they were being inexcusably violent.

The very strange thing was that, plainly from Sky's overhead cam, the Police had the ability to isolate and snatch this group of obviously violent individuals, and the police would have had my support in doing so. They didn't.

    Reactions to smoking bans in public places have generally worked very smoothly.

    Not in Holland.Many cafes have allowed their customers to light up, risking fines that start at 300 euros and can run up to 2,400 euros.

    Cafe De Balk in Groningen has developed an ingenious and vaguely legal way around the ban imposed in the Netherlands last July. The bar and serving staff have been moved to to a small storeroom, designating what was its main bar area as the smoking zone.As they say on their website

    Minister of Health, Welfare and Sport (since feb 2007) Ab Klink said on Thursday he is unable to take action against cafe De Balk and its novel solution.


    The government prohibited smoking in cafes,bars and restaurants to "protect employees from the dangers of passive smoking" - their claimed principal motives. Under this law Cafes are allowed to create a sealed of smoking area, as long it is seperated from the bar, and staff work in a smoke free area.

    So Cafe De Balk seperated the staff from the smokers rather than the other way around.

    There is (naturally) a catch - probably number 22 - the regulations only specify that the area where drinks are served has to be larger than 35 square metres and the Groningen pub's storeroom meets this criterion.So says Klink ther is nothing he can do.

    The Victoria in Breda wins their case in court

    The Telegraaf reports today that a small cafe in Breda , the Victoria, is also not guilty breaking the ban on smoking. ( Prins Hendrikstraat 83,4835 PL Breda, Tel 076 5654024 - Koos & Ria Struijer)

    The court in Breda said the smoking ban treated the owners of cafes with and without additional personnel differently.

    1. Cafe owners with additional staff had to ensure that workers had a smoke-free working environment, the judges said. This could be achieved, for example, by a ventilation system, the Telegraaf quoted the judges as saying.

    2. By contrast, cafes without staff have to completely ban smoking on the premises, the judges said.

    The public prosecution office had demanded the owner of the Victoria cafe be fined €12,000 for allowing smoking on the premises.

    He a resident of the illegal Israeli settlement of Noqedim in the occupied Palestinian territory of the West Bank.

    Shortly after he moved, aged 20 in 1978 to Isael Shortly after his move to Israel, Lieberman joined the now-illegal Kach Party, an organization so right wing that Israel banned it outright from running in elections.     # In 2002, the Israeli daily Yedioth Ahronoth quoted Lieberman in a Cabinet meeting saying that the Palestinians should be given an ultimatum that "At 8am we'll bomb all the commercial centers ... at noon we'll bomb their gas stations ... at two we'll bomb their banks ..."

    # In 2003, the Israeli daily Haaretz reported that Lieberman called for thousands of Palestinian prisoners held by Israel to be drowned in the Dead Sea and offered to provide the buses to take them there.Then Prime Minister Ariel Sharon agreed to grant amnesty to 250 Palestinian prisoners, Lieberman said, “It would be better to drown these prisoners in the Dead Sea if possible, since that’s the lowest point in the world.”

    # In May 2004, Lieberman proposed a plan that called for the transfer of Israeli territory with Palestinian populations to the Palestinian Authority. Likewise, Israel would annex the major Jewish settlement blocs on the Palestinian West Bank. If applied, his plan would strip roughly one-third of Israel's Palestinian citizens of their citizenship. A "loyalty test" would be applied to those who desired to remain in Israel. This plan to trade territory with the Palestinian Authority is a revision of Lieberman's earlier calls for the forcible transfer of Palestinian citizens of Israel from their land. Lieberman stated in April 2002 that there was "nothing undemocratic about transfer."

    # Also in May 2004, he said that 90 percent of Israel's 1.2 million Palestinian citizens would "have to find a new Arab entity" in which to live beyond Israel's borders. "They have no place here. They can take their bundles and get lost," he said.

    # In May 2006, Lieberman called for the killing of Arab members of Knesset who meet with members of the Hamas-led Palestinian Authority.

    In addition - In January 2009, during Israel’s assault on the Gaza Strip, Lieberman implied Israel should consider using nuclear weapons in Gaza, and that Israel “must continue to fight Hamas just like the United States did with the Japanese in World War II. Then, too, the occupation of the country was unnecessary.”

    Christie's Hospital - Trustees should resign

    The Christie hospital, which is a world leader in the treatment of cancer, has recently lost £6.5 million owing to the Icelandic banking crisis—money that was earmarked for new radiography centres in Oldham and Salford. Given the Government's support for financial institutions, what is the Prime Minister doing to help the Christie to recover that money? (ED. Christies is part of the NHS Christies is a charitable trust website)

    Prime Mnister (currently Gordon Brown MP Kirkcaldy) I have met nurses from the Christie hospital, who do a wonderful job in treating people with cancer. The Christie hospital is a world-class hospital and I praise it for what it does. I have said that I will meet its officials to look at the issues that they raise. Essentially, the issue relates to an Icelandic bank that was regulated not in Britain, but outside. For all banks that are regulated in Britain, we have guaranteed the deposits of savers. We will see what we can do, but I have to tell the hon. Gentleman that the central issue is that the Christie hospital is not a charity with funds in a bank that is regulated in Britain. However, we will look at what we can do, and I once again praise the Christie hospital for what it achieves.

    It may seem hard , but the Government should not bail out Christies. Of course they underake wondeful work and are rapacious collectors for their charity, repeatedly caling subscribers every month for months and years after they have been asked to stop. Neither should they have bailed out the banks, that has no bearing on the Christie case.

    The trustees must look after the money they hold in trust , prudently and safely.

    That they entrust their funds to a foreign bank, uninsured in any way, in such quantity, is their failure. No one else is responsible.

    Anxious to maximise returns they became reckless and lost everyone's money.

    The Trustees should resign - there will be no problem replacing them.

    provide information to the audit committee to enable it to provide assurance
    to the board that the charity is properly governed and well managed across
    the full range of activities.

    PC Vicki Thorne from Northumbria police pleads guilty to misconduct -


    We first brought you news on Monday, December 08, 2008 of an enthusiastic lady Plod Miss Misconducting herself in public office PC Vikki Thorne who worked (now quit the force) for Northumbria Police and drove an Audi TT entertained up to 20 clients a week after signing up to an agency called Notorious Girls.

    Due to go on trial later this year she sensible pleaded guilty yesterday to misconduct in public office.

    She was remanded in custody after the case was adjourned for the preparation of a pre-sentence report.

    Thorne appeared in court alongside six others, all charged with offences relating to prostitution.

    No pleas were taken from her co-defendants, who will be tried by a jury in the summer.

    Thorne will be sentenced after the trial is concluded.

    Voluptuous Vicki was one of 8 women and 6 men arrested by officers investigating organised prostitution and corrupt public officials across Northumbria, County Durham, Greater Manchester, Cleveland and the Scottish Borders.

    Also arrested in the investigation was a police officer who was on a career break from the force and was living in West Yorkshire. He has accepted a caution. A Customs worker and a civil servant were also arrested — as well as the website bosses. Judge John Evans adjourned the case and and told Thorne: "You must stay in custody."

    compliance with the UN Convention Against Torture by taking evidence
    from Craig Murray, former British Ambassador to Uzbekistan, on
    allegations that UK ministers and officials knowingly received
    information obtained by torture. The Committee previously heard evidence
    from Ian Cobain of The Guardian and Brad Adams of Human Rights watch
    about allegations of abuse and mistreatment involving British agents in
    Pakistan. A transcript of this session and the Committee's
    correspondence with ministers on this issue is available at:

    Kyrgyzstan - the land that evryone wants to forget - except the drug lords

    Deborah Orr: (who writes forthe Independent) A toxic legacy in a land the world would prefer to forget

    It isn't often that Kyrgyzstan (Pop 5.4 Mn) has a moment in the international spotlight, even though the country is home to the genetic parent of all the apples of the planet. But this week, one of the poorest and least visible nations on the planet had 15 seconds of fame.

    The Kyrgyzstan president, Kurmanbek Bakiyev, announced that his country did not intend to renew America's lease on the Manas air base, which has strategic importance because of its proximity to Afghanistan. Russia has offered to give the Kyrgyzstan government a $300m, 40-year loan at 0.75 per cent, and to write off $180m in accumulated debt, but only if Kyrgyzstan sacrifices the $63m it has been receiving from the US for the base.

    It's scandalous that the country should be quite so vulnerable to financial manipulation. It is hardly surprising. Since the collapse of the Soviet Union, Kyrgyzstan, like so many other post-Soviet countries, has been left to fend for itself.

    When Vincent O'Brien, a lecturer in public health at the University of Cumbria, first went to the country's capital, Bishkek, in 2002, at the invitation of the State Medical School, he was shocked to find that this national institution had no paper, no electricity, no heating in temperatures of minus 20C, and no toilet facilities to speak of. The director of the centre for health research was on $30 a month. "I couldn't understand how people survived at all," he says, "And I had only met people from the universities."

    After the Russian withdrawal, the country's medical infrastructure had been left in ruins. There was no cash to sustain the USSR's centralised "science-based" model, so Kyrgyzis wanted to develop a more socially oriented healthcare system. They'd acquired a small grant from the EU and approached O'Brien to help them do this.

    Impressed by their determination and intellectual resourcefulness, in the face of difficulties that to him seemed almost insurmountable, O'Brien set about working with the Kyrgyzi academics. After a two-year development period, they had introduced three new degree courses, specialising in public health, and relying heavily on video film-making as a means of education. O'Brien had also formed a strong bond with the Kyrgyzis he'd worked with, and he and his family decided that they wanted to maintain the link. Since then, in his own time with his own money, O'Brien has travelled over much of the country. What he has found, to his distress, is that one of the last nomadic cultures in the world is painfully dying.

    In some respects, O'Brien says, the rural people are better off than the city people. His Kyrgyzi friends work for a government that is barely paying them, and is unable to provide resources. Graduates in Kyrgyzstan rarely now work for the government, because it is considered the worst employer. Graduates often do not use their skills at all, in fact, because unemployment rates in the cities are way beyond 50 per cent. In the cities, full of beggars and hawkers, you have to have a job to manage. In the country, the ownership of land and animals ensures survival, in the short term at least.

    Before the Soviets came, the people had been fully nomadic, and the land owned by no one. After collectivisation, it was owned by everyone, which proved to be quite a different thing, psychologically. In the 1990s, it had been parcelled off, with the biggest and best bits going to those closest to the Communist Party.

    Those in receipt of land were rarely the shepherds who actually knew how to look after the animals, says O'Brien. Overgrazing had become common in the Soviet period, but back then imported feed had masked the problem. Now, the animals are weak with hunger, and falling ill with brucellosis, cowpox and anthrax, all of which can be, and are, passed on to the human population. There are no vets, because without land and animals you cannot subsist in the rural areas, so virtually no specialist skilled worker operates there any more at all.

    Nevertheless, a tiny proportion of Kyrgyzis grow rich – they are considered to be "gangsters, politicians and their friends". Their money, it is suspected, is connected to the drug trade through Tajikistan. Some of the young people – in a country that is Muslim in the way that England is C of E – are looking to Islam in disgust at the social decay. The new buildings in the villages are always mosques, built with Saudi money.

    What O'Brien sees is a people willing to work hard at solving their problems, but in need of some support. What most Westerners see is a US-Russian wrangle over an air base. Then we all wonder how a place gets to be a "failed state".

    Modest 42% profit on Lloyds Bank shares in just over one week
