Constable Stephen Paul Carroll - a very professional hit - Barratt Sniper rifles in use again ?

The shooting of Constable Stephen Paul Carroll, 48, took place near Lismore High School at Brownlow,on Monday 9th March . Google Earth for this location says ... "we are sorry e don't have imagery available for this location"

This is a brief review of what the various media have reported since about the killing.

Two incidents, one of "suspicious activity", another involving a broken window and an agitated lady were apparently received by Craigavon Police.

The Police hesitated 45 inutes before responding to the calls for help, in what is a notoriuos area for Republican activity.(90% of public housing in NI is based on segregation)

After he arrived on the scene (with two unnamed officers) For some reason he entered the rear of the vehicle.

Constable Carroll was shot through the rear window of his car (remarkably a soft top unmarked Skoda saloon see pic ) at about 2145 GMT on Monday (it was dark). Tthe police arrived in so-called 'soft skin' vehicles - as part of the peace process, police have tried (it is said) to limit the use of their fortified Land Rovers

The assassin was located some 200 yds away on a grassy meadow / field overlooking the cul-de-sac where the Carroll was located .

Carroll was shot by a single and fatal head shot.

There were reports of someone fleeing wearing a light coloured coat.

This event was ;

1. Well planned.
2. The assassin was an exceptional shot.
3. The exit route was evidently well planned and probably rehearsed.

This was a very professional hit, well executed... and has so far sucessfully avoided detection.

It is interesting to speculate that there is some similarity with the death of the last British soldier to be killed by the IRA L/Bdr Stephen Restorick killed by a single bullet at a checkpoint in Bessbrook, south Armagh, in February 1997 shot by Bernard McGinn, of Castleblayney, Co Monaghan with a Barratt 50 (12.57mm x 9mm NATO ammunition) Lite sniper rifle

McGinn also admitted to murdering Lance Bombardier Paul Garrett in South Armagh 1993 and former Ulster Defence Regiment soldier Thomas Johnston in 1978.

Mc Ginn Bernard McGinn received 3 life sentences for the murder of Lance Bombardier Stephen Restorick, he was also sentenced to a total of 490 years for a catalogue of terrorist offences including making the bombs destined for Canary Wharf, the Baltic Exchange and Hammersmith Bridge in London.

But under the terms of the Good Friday Agreement McGinn and his accomplices, who formed part of an IRA sniper unit, were freed under the early release scheme, all terrorist prisoners sentenced for crimes committed before the agreement were released by 28 July, 2000.

The SAS also arrestd Michael Caraher, of the South Armagh Brigade in 1997 and his Barrett sniper rifle was captured by British forces. He is said to have caused the death of 7 British soldiers and 2 police officers.

Are there still Barratt rifles out there ? ... there certainly is at least one very proficient marksman / sniper out there.

Martin O'Hagan's murder to be cleared up ? Murky world of LVF / UVF / Police assassinations may be uncovered

The name of Martin O'Hagan, hardly rings any bells these days. He was an unconventional Northern Ireland journalist who had been an IRA activist and twice been imprisoned.

He was interned in 1971 and spent more than a year in the Official IRA compound at Long Kesh. After he was freed in 1973, he was jailed for seven years for transporting guns, and was released in 1978.

Martin O'Hagan was shot dead in Lurgan, Co Armagh, aged 51,on September 28, 2001.

He was a principal source for material used in Channel 4's 1991 Dispatches documentary, The Committee. This exposed what we now know is without any doubt , that there was an Ulster Central Co-ordinating Committee, a group of loyalists and security forces members who conspired to carry out sectarian assassinations.

The RUC and mainstream loyalist paramilitaries derided such a concept as the result of fevered journalistic imagination.O'Hagan had been paid ... therefore he was incapable of delivering the Truth. The programme led to a prolonged series of prosecutions and libel cases, some of which remain unresolved.

Channel 4 was fined £75,000 and made to pay huge legal costs for failing to supply the RUC with information about the allegations in the programme. The Guradian has a good Biography at the time of his death here.

Martin O'Hagan's murder was "claimed" by the Red Hand Defenders a nom de guerre used by the Loyalist Volunteer Force.

Today BBC Online report..."Four men are to appear in court charged in connection with the murder of journalist Martin O'Hagan.

UPDATE Monday afternoon : The Retrospective Murder Review Team is headed by Supt Alan Skelton and Dt Chief Brian Murphy. Their brief includes re-examining many unsolved paramilitary-related killings, including that of Martin O'Hagan.

Skelton and Murphy reopened the O'Hagan murder file last year.

Today 28-year old Neil Hyde of Princetown Avenue, and Nigel William Leckey,of Bowens Lane who is 43, both from Lurgan, Co Armagh, were charged with murdering the Sunday World reporter who was shot dead near his home in Lurgan 7 years ago. Leckey was also charged with possession of ammunition.

They were remanded in custody to appear again by a video link at Craigavon on 10th October.

A third defendant charged with attempting to pervert the course of justice was also remanded in custody until the same date.

A fourth person charged with facilitating the concealment, and or the disposal of a motor car used in the attack was granted bail to appear again at Craigavon on 10 October.

The Belfast Telegraph reports that one of those arrested has turned Queen's evidence as his family has been taken into protective custody.

However the man who pulled the trigger and is Prime Suspect Mumber 1, Robin "Billy" King , now a born again Christian, who has recently had a nice holiday in Mexico, runs a car business AKA drugs running outfit in the Netherlands and has criminal associates in Eire has done a runner from Lurgan and the PSNI cannot find him.

THis has to be a good case of a Monday being a good day to bury bad news.

NYPD in Global Initiative to Combat Nuclear Terrorism , Ring of Steel , Manhattan lockdown in Operation Sentinel exciting surge initiative

The NYPD is apparently working on a plan to transform Manhattan , into a copy of highly secure London's financial centre . The UK capital's "ring of steel" uses automatic number plate recognition at 16 entry and 12 exit points where the roads have been narrowed and marked with iron posts to force drivers to slow down. Now NYPD are starting with a somewhat belated effort to guard against a terrorist attack by copying the limeys.

Operation Sentinel, will operate at all tunnels, and bridges ,it will also using sensors to detect the presence of radioactivity.

Paul Browne, deputy police commissioner for public information says the data collected would be stored for at least a month and then eliminated if it were not linked to a law enforcement investigation. In the UK nobody knows how long theykeep the data.

Steven Emerson, executive director of the Investigative Project on Terrorism in Washington, told the NYT: “The bottom line is they can’t frisk everybody coming into Manhattan. They can’t wand everyone as they do at airports.” We have news for you Steve - we are already doing this with random checks on railway stations.

"This is a tool" he says, "to identify if someone , is on a terrorist watch list or driving erratically, or if a pattern develops that raises suspicions, it gives them an opportunity to investigate further and if need be, track down the drivers or the passengers.”

UK Government to proscribe Hizballah's military wing - but continue to support the real terrorists in the Middle East - the Apartheid Zionist state

Under Part II of the Terrorism Act 2000, the Secretary of State has the power to proscribe any organisation which she believes 'is concerned in terrorism'. and so The Home Secretary has laid an order that will proscribe Hizballah's entire military wing.

This is what Home Office Minister Tony McNulty said today :

"Today, the Government has laid an Order in Parliament to proscribe the entirety of Hizballah's military wing in substitution for the existing entry "Hizballah External Security Organisation". This means that it will be a criminal offence to belong to, fundraise and encourage support for the military wing of the organisation. Hizballah's political, social and humanitarian activities will remain unaffected.

"Hizballah's military wing is providing active support to militants in Iraq who are responsible for attacks both on coalition forces and on Iraqi civilians, including providing training in the use of deadly roadside bombs. Hizballah's military wing also provides support to Palestinian terrorist groups in the Occupied Palestinian Territories, such as Palestinian Islamic Jihad.

"It is because of this support for terrorism in Iraq and Occupied Palestinian Territories that the Government has taken this action. Proscription of Hizballah's military wing will not affect the legitimate political, social and humanitarian role Hizballah plays in Lebanon, but it sends out a clear message that we condemn Hizballah's violence and support for terrorism. We continue to call on Hizballah to end terrorist activity and its support for terrorism in Iraq and Occupied Palestinian Territories, abandon its status as an armed group and participate in the democratic process on the same terms as other Lebanese political parties."

The Home Office helpfully provides advice that proscription means that an organisation is outlawed in the UK as soon as the order comes into force. It is a criminal offence for a person to belong to or encourage support for a proscribed organisation. It is also a criminal offence to arrange a meeting in support of a proscribed organisation or to wear clothing or to carry articles in public which arouse reasonable suspicion that a person is a member or supporter of a proscribed organisation.

This is symbolic of the long standing, blinkered, bureaucratic, double diplo - speak that the Foreign / Home Office love to issue... of course they never proscribed the based US organisations who openly solicited funds for the IRA for years.

The plaintiffs are demandingthat UBS compensate them for the injuries they suffered as a result ofIranian terror attacks in Israel.

Charles Clarke and advice to police forces on recording telephone conversations, fucking lying Sir Ian Blair and Chief Inspector of Constabulary

The BBC reported on 13 March 2006 that Sir Ian Blair had tape recorded telephone conversations with the well known war criminal Attorney General Lord Goldsmith, a journalist and the Independent Police Complaints Commission and that he had "expressed regret" for the calls and apologised.

Apparently Sir Iain had earlier said he taped Lord Goldsmith's call as he had wanted a record because they were discussing a complex issue and he did not have a note taker.

Home Secretary Charles Clarke said the chief inspector of constabulary is to issue guidance to police forces on the recording of telephone conversations "so there can be no ambiguity".

Sadiq Khan was allegedly bugged meeting Babar Ahmad, a constituent and friend, imprisoned in Woodhill prison Bucks. since 2003 and who who faces extradition from Britain to America on terrorism charges , during two visits in 2005 and 2006 .The exact dates do not appear to have been published but the first visit was before Khan was elected in 2005 as an MP..

It makes one wonder what happened to the guidance from the chief inspector of constabulary on the recording of telephone conversations "so there can be no ambiguity"... if it was ever issued. Throughout the period in question it was of course Sir Ronnie "Alzheimers" Flanagan who was appointed on 1 April 2002 as Her Majesty' Inspector of Constabulary.

UPDATE : Tuesday 7.00 am BST It appears that British police under the 2000 Regulation of Investigatory Powers Act (RIPA), can undertake such bugging on the instruction of a Chief Constable. Mr Ahmad is of course a smart guy and was probably fully aware that walls have ears - and evidently nothing was said that would cause offence or result in prosecution for one.

Although the many and sequential reports of his death always remarked that he was distinctly unipedal) . all to a fast beating wailing rythm.
Plus ..and this was the most frightening , were the images of real terrists ...

Oddly the AQ jihadist Radicalised Islamic Fundamentalists in the Balkans had stacks and stocks (again allegedly) of mortars, explosives and our home grown DIY'ers have to make do with mascara, cascara and a little Brylcreem and hair bleach, rapidly assembled in a tiny airplane toilet to wreak havoc on civilisation as we know it.

The pipeline owners have a website that explains their security / maintenance effort

They helpfully explain "No work should be conducted along a Buckeye pipeline without prior approval. This is to ensure the safety of the people working around the pipeline as well as the safety of everyone else in the area."

They also have a helpful "Call before you dig" page that explains how contractors should contact them

"If you or someone you know is going to conduct any type of excavation work, including demolition, blasting, mining, digging with power equipment, hand digging, or any other type of work that will disturb the ground, you need to contact the One Call System that covers that area. "

You see they got those bombers well covered - soon as they wanted to bomb those lines they needed to "Call before they Dig".

Pretty certain those guys would send you plans for the lines if you are looking to buy a house in the neighbourhood, no problems.


This is a publicly available map of the Linden pipeline and it was, according to a report in the Daily Telegraph ..."The counter-terrorism official said that although the plan "was not technically possible" it was one of many cases being investigated by the US government". Jetfuel is not easy to ignite , and of course such pipelines have many shut off valves (presumably electrically powered and remotely controlled ) which would limit any damage.

Clemency for RAF terrorists refused by German President

Germany's President Horst Köhler unexpectedly announced today that he has refused clemency to the convicted RAF terrorists Christian Klar and Birgit Hogefeld.

Klar,now 54, has been in prison for 24 years and is 2 years away from being eligible for parole and was turned down by Köhler's predecesor Johannes Rau as part of his review he met Klar and as a consequence was met with furious critcism by conservative politicians.

In February this year Klar sent a provocative anti-capitalist statement to a conference of far-left groups which was picked up by a demonstration that he showed no remorse, nor had he changed his radical political views.

Hogefeld received a life sentence in 1996 for the murder of an American soldier and a bomb attack on a United States airbase in 1985. She will not be eligible for parole until 2011 at the earliest.

The Christian Social Union, the conservative Bavarian sister party to German Chancellor Angela Merkel's Christian Democratic Union, attacked Köhler over the weekend, saying they would not support him if he were to stand again for president in 2009, should he grant Klar clemency.

This controversy follows the release by Klar in March this year of RAF member Brigitte Mohnhaupt before her sentence expired.(See post by Lord Patel 12/2/07)

Female Hostage released by Taliban with ultimatum for French troops

Agence France Press (AFP)report that @ 6.35 BST the Taliban freed Celine one of the 2 captured French workers for Terre d’Enfance (A World For Our Children) who were captured on April 3rd in the southwestern province of Nimroz.

She was delivered in Maiwand district, a Taliban stronghold about 50 kilometres (30 miles) west of Kandahar city, Taliban spokesman Yousuf Ahmadi told AFP (by satellite phone from a secret location) and had a letter demanding the withdrawal of French troops for the release of her male companion a French man and three Afghans, a driver, translator and bodyguard,who are still held.

The letter has a message to the French government that it must “cut its military assistance to Afghanistan” in exchange for their freedom, Ahmadi said. Asked if a ransom had been paid, said the aid worker had been freed "because she is a woman".

“We have extended the deadline for the French man and three Afghan hostages for another week,” he said.

There has been no public response by the French authorities other than to confirm the deatils that had been made public.5

Nancy headed for Prison..or the Hizbollah Vote ?

Robert Turner in The Wall Street Journal in a piece entitlted "Illegal Diplomacy" raises the possibility that Granny Nancy Pelosi's recent visits to Syria could put her in breach of the Logan Act of 1799 - named after Senator Logan who had travelled to France during the quasi US / French Naval war to try to make a private settlement.

Although Lebanese American Darrell Issa has recently visited Syria to see President Assad as he did in 2003 and a trio of Republican Congressmen , Frank Wolf of Virginia, Joseph Pitts of Pennsylvania, and Robert Aderholt of Alabama, as a group,beat Nancy to Syria by week .

Cesare Battisti - terrist in the wrong place , at the wrong time - as the French Right establish their hard man image

On March 25, 57 year-old Brigitte Mohnhaupt, 57, an important figure of Germany’s anticapitalist RAF (aka Baader-Meinhof) gang, reflecting a change in mood in Germany to the terrorists of the 1970's, was freed from Aichach prison in Bavaria.

On March 17th Giuseppe Pisanu the Italian Minister of the Interior said that a hard line should be taken against terrorists who had "scappato" - escaped. He is still smarting about the threat to his authority when last August the Union of Italian Islamic Communities (UCOII) published anti-Israel advertisement which was widely condemned for being anti-Semitic (comparing Israel's military actions to Nazi brutalities). The right-of-centre opposition have sharply criticised the government for "too soft" an approach to terrorism and the return of Battisti will make him look strong without actually having to do anything to salve the population's perceived security risk arising from a large Muslim population... including the Muslim Albanian gangsters who have taken over the trafficking trade and prostituiton and much of the drugs trade.

The next day , March 18th, Cesare Battisti was arrested in a cafe by French and Brazilian Plods on the Copecabana Beach, Buenos Aires , after arranging to meet an acquaintance , the result Prime Minister Prodi claimed was the result of co-operation of the police in Brazil-Italy and France. The person he was to meet was said to be a young woman from a French support committee who had some money for him - but she was under surveillance.

Not quite the story that police spokesman, Bruno Ramos gave "Brazilian police had been following him for several months after receiving information from Interpol in Paris and Rome,"

Whatver the Truth the Italian Justice Minister Clemente Mastella said it was a "brilliant operation"

This week Prodi has (co-incidentally ?) been in Brazil having a chat with Brazilian President Luiz Inacio Lula da Silva about a plan for Brazil's state-run oil company Petroleo Brasileiro SA and Italian energy company Eni SpA to develop biodiesel plants in Brazil and Africa to export the fuel to Italy.

On top of this Franco Frattini, former Italian foreign minister and now vice-president of the EU commission, has said "asymmetric and individual policies in Europe aren't the right strategy", to deal with immigration and has spoken in favour of Nicolas Sarkozy's tough view on a common European assimilation strategy and said that "all current immigration policies in Europe are unsuccessful, thus forcing us to change strategy."

Whis is Cesare Battisti ?

Wikipedia will give you a life. Now 53 he was active in the hrd left in Italy in the 1970's and was involved in theft and bank robberies and was imprisoned.

Later in Milan he helped found Armed Proletarians for Communism (Proletari Armati per il Comunismo - PAC), a far left Marxist group which supported armed struggle. Seerate from the centralist organisation of the Red Brigades (BR) which were in fact infiltrated if not run by the Italian State / Nato as part of Operation Gladio.

With only 60 members this small organisation and they are said to have killed Antonio Santoro, (6/6/78) a prison warder who had mistreated PAC prisoners. A jeweller , Pierluigi Torregiani (16/2/79). ...and almost simultaneously, a butcher, Lino Sabadin, a name in the neo-fascist Italian Social Movement (MSI) . They also claimed the death of DIGOS agent Andrea Campagna who had been involved in pursuing the PAC.

Cesare Battisti was arrested for several fairly minor crimes and jailed for 12 1/2 years February 26, 1979. He escaped to Mexico and then in 1990 went to live in France and claimed that the murder of Italian Prime Minister Aldo Moro by the Second Red Brigades lead by Mario Moretti caused him to give up the armed struggle.

The Miterrand Doctrine

On February 1st 1985 at the Palais des Sports in Rennes French Prime Minister Miterrand gave his word that leftist Italian activists whom had broken with their past and the spiral of violence would not be extradited to Italy, but excluded from this protection "active, actual, bloody terrorism". Later that year on April 21 at the 65th Congress of the Human Rights League (LDH), he declared that Italian refugees and former militants who had broken with their violent past would be protected from extradition to Italy.

Battisti lived quietly in paris and obtained some renown as a novelist ( including the semi-autobiographical , The Last Bullets) until at a meeting in Paris on September 1th 2002, between Italy's Minister of Justice Roberto Castelli (Northern League) and France's Minister Dominique Perben (RPR) the Italians sought Battisti's and others extradition. The first breach of the Miterrand policy was In 2002, when Paolo Persichetti, who had been a Red Brigades (BR) member who was then teaching sociology at university was extradited.

These requests continued and were continued largely to be ignored. Then on February 10, 2004, during Jacques Chirac's presidency (lucky not to be in prison himself) , the French government had Battisti arrested on Italy's request and planned to extradite him to Italy to face trial for murder.

However Battisti did a runner and that was why he was in Brazil when Plod caught up with him last week.

Why did they lift Battisti ?

1. One popular theory is that this arrest was handily timed to coincide with the French presidential elections and Leftwing commentators say presidential frontrunner Sarkozy had broken Mitterrand's commitment in order to boost his law and order credentials ahead of the April election.

Sarkozy has naturally rejected this criticism, saying that the French police had simply acted under an international arrest warrant issued after the Italian disappeared from France in 2004. A response to persistent demands from left and rightwing politicians in Italy who say Battisti is a terrorist and have pushed for his extradition for years.

le Monde has criticised this move and in Battiste's defence entitled “Straight for Battistes”, they opose the [prospect for jail for life because extradition would be “to submit it to a political judgment that no-one would justify” and would show the lurch by Europe to the Right.

Le Monde also published a tract from Jean-Marc Rouillan in 2005 "France : The return of the convicts" Rouillan was a leader of the Action Directe urban guerrilla group, sentenced to life imprisonment in 1987 for the murder of the CEO of Renault, Georges Besse, and a defence ministry official, General René Audran. He is now imprisoned at Lannemezan, in southwest France where he has been for the last 20 years. He is the author of ‘Lettre à Jules’ and ‘Chroniques carcérales’ and has just published a novel ‘La Part des loups’


His tract condemns the conditions in France’s prisons which he says have severely deteriorated in the past decade. The recommendations of parliamentary committees and well-meaning statements by charities have done nothing to slow, let alone halt, the downward trend. Recent government measures to tighten discipline are worsening an intolerable situation. The current policy is based on the beliefs that prison is the cure for all ills and that authority must be restored. ..... John Reid, Charles Clarke, David Blunkett acan all be heard cheering in the background.

2. Interpol have developed a unified, central database of stolen , forged travel documents over the last few years (The stolen and lost travel documents (SLTD) ) which now amounts to records covering at least 13.7 Mn documents notified by the 180 members.

They have developed a secure portal which can be accessed by member forces called MIND/FIND. These are two integrated solutions using either fixed or mobile integrated network databases, known as FIND and MIND. Both can integrate into the existing computer-assisted verification system in a country. In addition, MIND can be used in a country without any existing system.

This has been intensively used since early this year and has been very much in use at the Interpol Major Event Support Team (IMEST) which is on the ground in Port of Spain, Trinidad, in the Caribbean during the World Cup Cricket competition and they state over a score of fraudulent uses has been identified. The Caribbean region is the first in the world to use Interpol's MIND/FIND and SLTD database, which allows frontline border-entry officers to screen documents for those reported lost or stolen - and still Woolmer's killer(s) haven't been found.

In 2006, the nine host countries submitted 455 queries to the database with five hits. With the installation of MIND/FIND, law enforcement authorities have conducted more than 241,400 searches, with 44 hits, between 1 January and 21 March.Switzerland so far is the only country checking all incoming passports against the Interpol database.

As an extension of this Interpol claim that the identification of Battisti and his fraudulent documents (he is said to have had 2 forged French passport when captured) resulted from the use of the SLTD database.

Battisti was the subject of an Interpol Red Notice 20 years ago when he escaped from Italy which was the basis for the Interpol action. An Interpol Red Notice is not an international arrest warrant - and person should be, they warn - " considered innocent until proven guilty."
