By the authority vested in me as President by the Constitution and the laws of the United States of America, and in order to assist in determining eligibility for access to classified national security information, while taking appropriate account of title III of Public Law 108-458, it is hereby ordered as follows: ......

Executive Order Amending Executive Order 13381, as Amended, to Extend Its Duration by One Year
Sec. 2. Section 6(b) of Executive Order 13381 is amended by striking "July 1, 2006" and inserting in lieu thereof "July 1, 2007".
At the time ... “The signing of Executive Order 13381 is a major step forward on the road to meaningful security clearance process reform,” said Committee Chairman Tom Davis, R-VA.“Large backlogs, long wait times and convoluted bureaucratic hierarchies have plagued this process for years...", which means that it is now easier, and more people have access to the Program.
But don't worry, the people who get cleared have to meet 13 adjudicative guideline categories (revised in December 2005)as follow:
--Guideline A, Allegiance to the United States.
--Guideline B, Foreign Influence.
--Guideline C, Foreign Preference.
--Guideline D, Sexual Behavior.
--Guideline E, Personal Conduct.
--Guideline F, Financial Considerations.
--Guideline G, Alcohol Consumption.
--Guideline H, Drug Involvement.
--Guideline I, Psychological Conditions.
--Guideline J, Criminal Conduct.
--Guideline K, Handling Protected Information.
--Guideline L, Outside Activities.
--Guideline M, Use of Information Technology Systems.

Which makes you wonder about the people who got to know about the Plame details, why Goss Porter legged it ... etc.,
