ACPO recognised by Parliament as a "Pressure Group" and a couple of likely (but unlikeable ) Plods

We first became aware of the extraordinary legal status of ACPO when it was raised in debate in the House of Lords (cannot currently find reference) a fellow and noble Lod pointed out that the Home Secetary had no legal right to examine their financial records thasn a member of the public.

Michael Martin fingers Jill Pay in fancy dress party national security terrorist drama - Plod finds drugs

Plod, like God works in mysterious ways his wonders to perform.Two examples of how they seamlessly work protecting the public at a national and local level :-

The official hounding of of Damian Green and his Conservative friendly mole is a tale of threadbare patches. Final and full understanding plus informed comment awaits further and better particulars :

1. Sir David Normington, Permanent Secretary at the Home Office, has taken responsibility for calling in the police (although failing to tell his political masters) - there are rumours in the press that "national security" was claimed by him , to be at peril. Presumably there is some doucmentation which may / may not see the light of day.

2. Sir Paul Stephenson the the acting head of Scotland Yard, and applicant for the top job admits he personally sanctioned the actions taken - again some documentation which may / may not see the light of day.

3. Bob Quick Assistant Commissioner responsible for counter-terrorism at the Met , chairman of the ACPO-TAM committee and also a contender for the top job was placed in charge of the investigation. He sent some 20 of the Met's anti-terrorist unit to arrest an MP, root for hours in his house, constituency office and House of Commons office and have the House of Commos server either directly or by instruction altered to deny e -mail services on the MP's account is a mystery. Again some documentation may / may not see the light of day.

4. Jill Pay, Serjeant at Arms and career civil servant is approached inthe House of Commons some time prior to 7 am and a large , firm but polite policeman politely attempts to blag his way in, to examine an MP's office. She contacts her boss Michael Martin presumably on the sensible Civil Service , "Onward & Upward" ..above my pay grade Guv...

Quite who says what and to whom the result is that Jill Pay provides a written authorisation of some form (a letter - Dear Plod..do what you need in the cause of National Security etc.,).

Michael Martin never seems quite in grasp of affairs at 3 in the afternoon so in his Puginesque apartments, fiddling with a mutton chop and the Sun at 7 am one can readily understand that , as he admitted to the House yesterday he had failed to question the legality of the operation or even ask if the police had a warrant.

Again some documentation may / may not see the light of day.

5. Later in the day, no doubt armed with the Jill Pay document, purple gloves, camera etc., Plods arrive and start rooting.

6. At some time, recorded on fillum David Cameron's bag carrier Andrew Mackay, Senior Parliamentary and Political Adviser to the Conservative leader, timidly enters Mr Green's office and confronts the officers carrying out the search. He is politely told to get out - which he does. A police camera used to photograph evidence is clearly visible.

7. The Home Secretary will make a statement today.

8. Michael Martin in floods of tears desperate to save his skin after fingering Jill Pay pledged to set up a committee of seven experienced MPs to look into the seizure of Mr Green's papers, computer and mobile phone following his arrest in connection with the leaking of secret Home Office documents.

9. Ian Johnston, Chairman of ACPO Crime Committee and Chief Constable of the British Transport Police, was appointed by Sir Paul Stephenson on Tuesday to conduct an urgent review of ..."our decisions, actions and handling of the investigation to date and to provide me with an interim report within 7 days and a final report within two weeks. "

The relentless fight against home grown Cannabis sativa ....

The industry of growing high THC yielding srains of Cannabis sativa is national and it appears is so successfu that it will soon have supplanted imported supplies.

Capital costs for set up are small, rented premises of almost any form imagineable are rented, electricity is stolen and plants frequently tended by illegal immigrants (Vietnamese appear to have cornered the market).

In Rochdale the former premises of Rochdale Alternative Press (RAP - Thursday, February 28, 2008 " ..all he seems to have done is spanked a few bare bottoms" David Steel on Cyril Smith 1979 (probably identified by the thermal signature from overflying helicopter) has been revealed in the Rochdale Observer as one such thriving enterprise.

In raiding the premises , Officers seized over 500 plants, just days away from being harvested, which could have produced enough of the class C drug to fetch dealers tens of thousands of pounds on the streets of Rochdale.

Police Sergeant Jamie Collins, who was involved in Friday’s operation,"This was a highly fortified premises and a sophisticated set-up. Inquiries are still ongoing to trace the offenders."

Quite why they didn't set up remote CCTV observation (the equipment required is manufactured about 500 yards from these premises) and catch the perps red handed ......

Heading them off at the Pass. Ian Johnstone selected to put the fires out over hounding Damian Green


In a statement this morning, the Acting Commissioner of the Metropolitan Police, getting his defence in early , Sir Paul Stephenson, said:

"I am properly concerned about the issues being raised within the continuing debate surrounding the ongoing investigation into the leaking of Government information. "

"I have therefore appointed Ian Johnston, Chairman of ACPO Crime Committee and Chief Constable of the British Transport Police, to conduct an urgent review of our decisions, actions and handling of the investigation to date and to provide me with an interim report within 7 days and a final report within two weeks. "

"In the meantime the investigation team will be meeting with the CPS to review progress and consider next steps."

In 1998 Mr Johnston (now 63) was chosen by the Met to make its formal apology in court to the Lawrence family, for the handling of the investigation into the murder of Stephen Lawrence. Guradian

The Times reported December 18th 2007 that Ian Johnston was / is picking up a six-figure salary and a full pension after retiring six years ago then returning to work as a chief constable.

Ian Johnston, who leads the British Transport Police (BTP) and is a national police spokesman on organised crime, is the highest-paid officer in the country with an estimated pay-and-pension package of £260,000 a year.

According to the force’s 2006-07 accounts, Mr Johnston, 62, is paid £190,000-£195,000 by the British Transport Police. He became chief constable of the force in May 2001, the year that he retired as an assistant commissioner at Scotland Yard. The Times has estimated that his annual pension is in excess of £70,000 – two thirds of the salary for an assistant commissioner at Scotland Yard when he stepped down.

During last year Mr Johnston claimed expenses of £6,964.40 – considerably higher than the £5,000 per annum that led to an audit of a senior Scotland Yard officer’s expense claims last month.

The British Transport Police is unlike most Police forces, and does not report to the Home Office.
His force, which is responsible for policing the railway network across Britain, falls under the control of the Department for Transport and has a separate pension scheme.

Mr Johnston is also a lead spokesman for the Association of Chief Police Officers. He represents the police on issues including forensic science, organised crime, drugs, firearms, fraud and violent crime.

We cannot report which Lodge he is with.

"In view of the gravity and sensitivity of this ongoing investigation, I spoke to Sir Paul yesterday to seek his assurance that the investigation was being pursued diligently, sensitively and in a proportionate manner. Sir Paul informed me of his intention to conduct a review of the handling of the case, which I welcomed. "

"I reiterated my support for the police's operational independence from political interference. "

"No-one should seek to prejudice a police investigation in any way. These are very serious matters, and the police should be free to pursue their investigations without fear or favour."

Boris Johnson also welcomed Mr Johnston's appointment: "I welcome Sir Paul Stephenson's sensible appointment of Ian Johnston to lead a thorough review of the handling of the investigation and arrest of Damien Green MP.

"It is right that someone independent (?!) should look closely at how the police conducted this investigation and whether the actions and decisions they took were proportionate and necessary and I am pleased at the common sense approach this represents."

Damian Green MP has ruffled feathers in the Security Industry Authority - hence Plod's anti - terrorist overkill

Douglas Carswell MP for Harwich and Clacton had the keen sense to telephone the Speaker's office to find out if Mr Martin sanctioned the raid on the offices of Damian Green MP in the House of Commons yesterday. He says he was told "there is a process to be followed that was followed". Naturally and sensibly he takes that as a yes.

As he points out , the unprecendented raid by Anti-terror police on the Commons office of an opposition spokesman was not in Zimbabwe, or Pakistan.

However Gorbals Jimmy desperate to cover his arse may point to a transatlinc precedent in the US. FBI agents searched Rep. William Jefferson's office in the Rayburn House Office Building in May 2006 - the first time FBI agents have searched a lawmaker's Capitol Hill office.

They had however previously and famously turned up the previous August a stash of $90,000 in cash in the freezer at his Washington home.

Jefferson now faces a 16-count indictment due for court on December 2nd., including charges of bribery, racketeering, fraud, money laundering and obstruction of justice. The charges relate to what the Justice Department refers to as schemes in which Jefferson allegedly agreed to help businesses obtain contracts in western Africa in return for payments to companies controlled by family members and, in one case, a staff member. The trial has however been deferred again.

Damian Green's offence however was to disclose that the Criminal Records Bureau had approved (at least - the exact figure is uncertain as there is no such thing as a record of illegal immigrants) for 5,000 illegal immigrants were working as security guards and bouncers. see Wednesday, November 19, 2008 Criminal records Bureau Chief Vince Gaskell to head the ID card launch ... Vince Gaskell, 56, head of the Criminal Records Bureau (CRB) who he admits ..." It must be remembered of course that CRB checks are also undertaken not only on directly on behalf of Public Sector organisations but also private companies and individuals through such bodies such as the Security Industry Authority -"Last year, for instance, we completed over 116,000 checks for the security industry." see an interview in 2007 to info4Security (see also, his interesting remarks about sharing data internationally).

Vince of course is the man carefully selected to join the Identity and Passport Service (IPS) board as a member and executive director for New Service Implementation to increase capability in the run up to the start of the National Identity Scheme.

Lord Patel's mole in the Home Office (most certainly not Peter Edmundson of Policing Policy & Operations Directorate Policing Powers & Protection Unit) tells us that it was this revelation which has caused enormous problems for the CRB - it was this revelation that has led to this preposterous raid involving up to 9 anti- terrorist officers at his home yesterday.

Lord Patel's mole at the Home Office says ... this is only the tip of the iceberg about the alleged "vetting" of security personnel for the Security Industry Authority - who of course employ many current serving and retired Plods.


The SIA is a fascinating body chaired by well known Jewish academic and bridge player Baroness Ruth Henig who was appointed by renowned academic Dr James Reid. She has a long relationship with the Plods and was Chair of Lancashire Police Authority from '95 to 2005 and chair of the Association of Police Authorities from '97 to 2005.

Fascinating to see how organisations like Group 4 (Now trendily called G4S) who have such a close working relationship with the Home Office are and have been represented and employee 40,000 in the Uk alone and have a turnover of £1.2 billion.

When G4s merged earlier this year with Global Solutions Ltd (all shares of which were held by DeFacto 1119 Limited, which is a holding company created exclusively for the
purpose of holding the shares of GSL) it required EU approval and the review document (COMP/M.5036 7/3/08) is well worth a read - especially as ..."the parties are two of only three to six private firms currently providing these services under contract in Great Britain. In particular, the parties' combined market shares in value of the services that are being outsourced from private operators are [30-40] % and [45-55] % in relation to the operation of police custody suites and the provision of transportation of offenders and of immigrant/asylum applicants in Great Britain respectively.

One to watch - especially connections with the Isle of man, Guernsey and Jersey.

UPDATE from our favourite lawyer : Officers from the Met 's counter-terrorism unit, arrested Mr Green and searched his premises under the Police and Criminal Evidence Act procedures. As such (and to the confusion of some), the enquiry falls under the counter-terrorism commander's remit because there is a possibility that Green’s alleged source might be / could be / maybe / possibly could be charged with an offence under the Official Secrets Act. Special Branch has always had the responsibility for OSA cases since the very first such Act, passed in 1889.

In 2006, Special Branch was merged with the Met’s Anti-Terrorism Branch (which actually used be the investigative arm of Special Branch until it was separated off in 1972) to form a new Counter Terrorism Command."

Anti-terror patrols secretly stepped up at power stations

Massive expansion of the Civil Nuclear Constabulary is being secretly planned to protect Britain's most vulnerable terrorist targets.

The Mail on Sunday has learned that it will be transformed into the Critical National Infrastructure Police and mount armed patrols around all key installations nationwide, including power stations, phone and computer networks, oil and gas pipelines, ports and airports.

Secret negotiations also include taking over responsibility for protecting Government buildings and key economic targets.

...Richard Thompson, a former Foreign Office counter-terrorism expert who has served in Iraq, took over the force in June last year and has been carrying out strategic reviews to prepare for its expanded role.

The intention is that the force, which has a £50million-a-year budget, will have more officers and take over policing other power stations, critical telecom buildings, gas installations, fuel dumps, airports and other key terror targets

....The Critical National Infrastructure force is expected to be announced as part of Security Minister Lord West's review of Britain's preparedness for terrorism.

Alice in Wonderland - 42 Days, Al Quaeda manuals, rendition and an alternate reality

Stop The War held a meeting at the Friend's Meeting House in Manchester last night to consider the nature of Islamophobia. A cause not addressed or moved forward but a modest leitmotif that was infrequently, referentially , if not reverently, mentioned.

David Edgar , looking very much older than his 60 years. The Oundle educated and faux enfant terrible of the 70's has a pale listless and wan look , combined with a high domed forehead that seems to attract the light. He could easily pass for a man who spends endless hours in lightless rooms attampting to provide improved designs for washing machines.

Equipped with the right glasses, with his high querulous voice, joyless expression and downcast visage he could easily obtain a solid income providing readings of Philip Larkin's better poems. Though probably not as financily rewarding as editing Dickens for BBC TV classic dramas.

His body language is entertaining, he sits leaning, holding his head back , hiding the wattles on his neck , reminsicent of the Sutherland portrait of Somerset Maugham (or Diedre Barlow from Coronation Street depending upon your social perspective). Whilst sat adjacent to Moazzem Begg or Rizwal Sabir he leant awkwardly away, as though they were producing a noxious smell.

His voice has a dry dullness, delivered, surprisingly for a dramatist, without emphasis, the way one imagines a country solicitor reading the will to anxious relatives of the deceased and at such a low volume it made concentration difficult.

Briefly , this member of the metropolitan muttering classes is not so much concerned with the down fall of western liberal civilisation but the disenchantment and disenfranchisement of the literary left gang he used to play around with.

Vitriol is a strong word to apply to Edgar's dessicated prose - he read from a prepared text - raising his head and voice slightly to emphasise a point and wag his arms , producing an image that might have been of Mrs Gamp, whose pale hands fluttered against her sombre and sober dress as she triumphed at whist. Vitriol was has been stored and saved for his renegade pals to seep out in his premature old age.


Self confessed deserters all, Nick Cohen , Andrew Anthony, Ed Husain , the loathsome Melanie Phillips , Martin Amis , Christopher Hitchens and even David Aaronovitch (who apparently had left wing parents - my god what treason is this ?) one of Manchester University's notorious University Challenge team, who answered "Marx", "Lenin" or "Trotsky" to every question).

Traitors all, to their race, gender and class fallen in the battle for socialism now grinding out the tracts and treatises on the new middle ground or old conservatism or neo neo-cons for the illiberal press. Not unhappy of coure to take the Guradian shilling himself which is loss making and relies for it's income on a stranglehold on regional radio and urban press monopolies such as the one in Manchester.

This is of course an ane old song - David Edgar has bragging rights to the territory of defection. Starting with Destiny (1976) and ending with Maydays (1983) he has become the chronicler of the crumbling of the liberal conscience. Having staked out his territory he has, like an assiduous taxonomist mapped out the phylogeny of socialist disaffection with its camps, cabals, cliques and "fault lines".

This dissection of the recent past , the erection of a museum for post war liberalism, may be as fascinating to some as, say the recreation of the battles of the American Civil War. As an ante room in the academic hell of the history of political thought the renunciations of Danny Cohn-Bendit , Tariq Ali, Alan Milburn, Alan Johnson, Alistair Darling and Stephen Byers may have its place. Members as he would call himself of the progressive intelligentisia (a recurrent theme) who generally, on close inspection, are rarely progressive and not very intelligent

In a world of action and not simply ideas, Edgar's laments are a passing, faded and fading sideshow. Like a the raddled Archie Rice, David Edgar hawks his allegedly troubled middle class academic conscience around echoing suburban halls, grinding out his repeated refrain of muddled alliances, tragic schisms, bitter and spiteful rows ... which must be beginning to feel to him like the end of the pier show.

Rizwaan Sabir was therefore a refreshing antidote. Young, energetic, with a gleaming toothy smile he had a fascinating tale to tell (see previous post about his arrest) about how his University grassed him up to Nottingham Plod, for him to fester whilst both he and Plod tried to work out why he was banged up, cooling his heels with Nottingham's criminals.

It is impossible to say without experience to evaluate what student life is like in the gun crime capital ofthe UK. Nottingham University was however well provided for by Victorian Quaker and pill pusher Josiah Boot who made sure that strong drink was not available in the Junior common room - which it wasn't in the 60's when Lord Patel last visited. (it would be intriguing to know if this prohibitory regime applied to the Senior Common Room).

What is memorable, is that old Jessie and his heirs and successors ran a very successful nationwide chain of pharmacies. He also exclusively employed female counter staff and forbade the sale of contraceptives. Noteworthy is the recent decision without consulting the customers and students to replace their coffee bars with Starbucks .. with higher calories and even higher prices ... a topic which seems to raise the student blood presure higher than banging up people for 42 days without charge.

His tale was frightening but becoming ordinary and frequent. The Kafkaesque and solitary silence whilst Plod tried to find reason to detain him. The echoing tiled and lonely cell and silent suveillance. The lies of the University. The incompetent CPS staff who didn't know how to apply for an extension of detention beyond 48 hours. The scared justices who provided it anyway on specious claims of mobile phones and computers ...nudge , nudge , wink wank .... Then the mystifying interrogation. Do you drink? Have you been to Iraq ? Finally the admission by Plod to a University academic that this brown man with a beard wouldn't have been touched if he had been a blonde blue eyed lady.

Moazzem Begg displays immense calm whuch only hints at hidden reserves of inner strength and conviction. The ultimate victim as a brown man with a beard that Sabir has experienced.

Lifted by corrupt Pakistani agents anxious to impress their US friends through 3 years in Afghan hell holes and Guantanamo whilst war criminal Jack Straw lolled on his scarlet ottoman in the Foreign Office next door to Lord Levy, financier and fund raiser to the Party and the Government that allowed him to stew.

He dwelt for a short while on the pre-9/11 history of Afghanistan and the origins of the muja hudeen and the role of the US and UK in the curious history of the volume, first unearthed in Manchester before it appeared on the US DOJ website before being abstracted by Rizwaan.

Listening to Moazzem's tale it is incredible that the whole and frightening tale of illegal rendition doesn't trouble any but a few who take the Government Whip. Like an unpleasant family secret, polite politicians don't want to talk about it.

Why, how we can lock people up for even longer before we find some way of keeping them there even longer. So far they are blissfully content with 28 days, but hey let's get it up to 42 and then the whole 90 sometime real soon.

Metastasize - The process in which cancer can travel from one section of the body to another


The way the Metropolitan Police communicate with the greater unwashed is at times puzzling - this (if genuine) is another one to puzzle over.

Thank you for your positive comments regarding Operation Mista (Blackstock Road )and for those made by your contributors. I am pleased that we are winning the support of the local community following Phase 1 (Home address raids) and Phase 2 (Blackstock Road raids deploying over 600 uniformed police plus many undercover police / Immigration / HMRC ) on 27th March. We are now engaged in Phase 3, which is the long-term policing solution to eradicate organised crime and anti-social behaviour in your community.

I manage a pro-active team of undercover police and immigration officers (OP Swale) with the sole aim to remove foreign nationals from the UK who cause harm to our communities because of their criminal activity. If we cannot remove them (some nationalities are extremely difficult to deport) we will do our best to put them in prison for their crimes whilst working on a deportation solution.

OP Mista was 18 months in planning and 12 months was spent gathering evidence against 52 of the most harmful criminals. During the operation I have witnessed the harassment of females by these local youths, seen the blatant robbery of people going about their daily business, dealt with the aftermath of the stabbings and been amazed at the volume of stolen property that has passed through Blackstock Road. For each item of stolen property from a burglary, robbery or theft there was a story of loss, fear and violation of somebody’s life.

Nothing has pleased me more in my 21 years in the Metropolitan Police than to see a grown man cry for joy when he re-united with his stolen laptop containing all his family photos, emails, downloads, bank accounts and work all intact (none of it backed up!). The arrested suspect who decided to deprive this man of his memories is in custody awaiting trial.

OP Mista continues, only yesterday we executed search warrants at two more Cafes in Seven Sisters Road (3 arrests made, now a total of 97) as we spread the net to improve the quality of life for residents in the community. I can assure you that more raids will happen as and when we get the intelligence to justify them.

We have done our best to target the premises who gave the criminal gangs refuge to operate within the area, but I am getting to know the good guys too as we sweep through the area. I do not want to upset the decent folk who just want to make an honest living, but in my experience some of the more overtly friendly café owners have turned out to be the worst offenders! I welcome your views on who you think we could work with in the future.

I assume you don’t get many posts direct from the police but I came across your blog by chance today whilst searching for a newspaper article. I think it is important to feedback what we are doing and what we want to achieve on your behalf.

Perhaps a policy of inaction and "surveillance" for over 12 months followed by a military style purge is an appropriate method of policing.

Perhaps the medical equivalent of,say, "Well Mrs Jones, we'll just let that cancer grow into a handy grapefruit size for deep invasive surgery, then follow up with intense radiotherapy and a good dose of chemotherapy. Meanwhile we' ll just keep an eye on it for you."

CCTV pictures - 7/7 Bombers - Plod releases incredible new pictures.


The unclothed body of 24-year-old Anneli Alderton, from Colchester, was found in woodland near Nacton outside Ipswich on the afternoon of Sunday, December 10, one of 5 dead women found in the Ipswich area.
EADT online reported on the 15th December

"staff at the CCTV control hub in Ipswich have painstakingly sifted through more than 10,000 hours of video footage.

There are around 60 cameras in the town centre, 12 of which are in the “traditional” red light district of Sir Alf Ramsey Way, Portman Road, West End Road, Alderman Road and nearby parkland.


This afternoon (16/12 5 pm) CCTV pictures taken from a camera on board the 5.53pm train from Harwich to Colchester on Sunday, December 3 showing Annelli have been released by Suffolk Police.

Detective Chief Superintendent Stewart Gull said,
" if anyone saw Anneli after the evening of Sunday, December 3, we want to hear from them.”

Which Lord Patel again points out that this makes an interesting contrast with the release of CCTV film of the 7/7 bombers who killed 56 people and injured over 700 by the Metropolitan Police.

The Guradian ONline says ..."Detectives released CCTV footage showing Miss Alderton on the 5.53pm Harwich to Colchester train on December 3 and police said they had received a stream of calls (50 or more in some reports - Ch 4) as a result of the images appearing in the media... They now think she changed trains at Manningtree to connect to Ipswich."

The Mail on Sunday, God Bless 'em who now refer to the target of the Police enquiries as "The Suffolk Strangler" have a par heading in their coverage ...
